- Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with April Rodda to provide expert advice and assistance required by the Governments Division to complete the resurrection of the Annual Survey of Federal Government Finances. The purpose of this contract is to obtain the services of April Rodda to provide expert advice and assistance required by the Governments Division (GOVS) to complete the resurrection of the Annual Survey of Federal Government Finances (Federal Comp). This includes the research, data collection, compilation, classification, data review, and written analysis of financial data for the federal government. Ms. Rodda is uniquely qualified to provide the necessary expertise that this contract stipulates. She served as an analyst on the Annual Survey of State and Local Government Finances conducted by the US Census Bureau's Government Division from July 2004 to August 2007. During her time of employment with the Bureau Ms. Rodda has been an extremely capable analyst and the resident expert on the classification of government financial statistics. In addition, Ms. Rodda is already extremely well versed in the historic documentation for the Federal Government Finances, or Federal Comp, from the last time Governments Division conducted the survey. Ms. Rodda has been a vital part in the State Government Finance Survey with the development and expansion of the E-Basic system, which we will use to conduct the compilation and analysis of the Federal Comp. Without Ms. Rodda it will be nearly impossible for PFAB-B to complete the work on the Federal Comp as no other analysts have the particular combination of expertise in government finance classification, background knowledge of the Federal Comp, and expertise in the E-Basic system. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing , and other information that demonstrates their ability to meet the Census Bureau's needs. Capabilities will be submitted to Mr. Kennedy at the above email address no later than August 25, 2007. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received by August 25, 2007, a contract may be issued to Ms. Rodda without further notice.
