- In accordance with Simplified Acquisition procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), intend to procure on a sole-source basis with the University of Ghana Medical School, PO Box 4236, Accra, Ghana for the continuation of a study on the estimation of burden of prostate diseases in Accra, Ghana. The goal of this study was to characterize the burden of prostate cancer in Accra, Ghana, for comparison with other population groups. The field work of the study was completed in 2006. However, during data editing and retrieval, DCEG discovered a number of issues that need to be addressed to ensure the quality of the study data, including data verification, inviting a number of subjects to return for biopsy, cutting pathology slides, and sending slides and specimens to the NCI repository, that need to be tied up before the study can be entirely completed. The contractor shall perform the following tasks: 1) Maintain the study office, including phone lines and computer; 2) Retrieve hard copies of medical record, pathology reports, and interview forms at the request of the NCI investigators; 3) Review and send accurate information to NCI for verification; 4) Prepare and review specimen shipping forms; 5) Coordinate with the pathology department to cut both stained and unstained slides; 6) Record block and specimen ID for each slide; 7) Keep a log of treatment and patient follow-up; and 8) Report any adverse events of treatment to NCI investigators. The field work of the study was conducted in Ghana and the hard copies of the data belong to University of Ghana and are stored in Ghana. The University of Ghana is the only source known to the NCI Research that has access the required data and population to complete this study. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on August 24, 2007. It is the vendor's responsibility to call (301) 402-4509 and verify that questions were received. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
