- The U.S. Customs and Border Protection, Border Patrol, El Centro Sector HQ has a requirement for horse boarding services. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number 20030364. This solicitation is being issued as a request for quote. This requirement is set aside as Total Small Business. THE NAICS code 115210 with a size standard of $6.5 million in revenues. Contractors are required to identify their company business size. Contractors boarding facility must be within a 30-mile commuting distance of El Centro, CA city limits. This combined synopsis/solicitation notice for animal boarding/caretaking service for up to twenty-five (25) horses that are owned by the United States Border Patrol. The number of horses may be subject to increase or decrease due to retirement or changes in the needs of the service. The anticipated contract will be for a base period from October 1, 2007 to September 30, 2008, plus four option years. All offerors must quote a price for the base period and the four option years. All participants must provide cost per horse per day. One firm fixed price contract is anticipated to be awarded as a result of this solicitation. A single award will be made to the responsive and responsible offeror, whose proposal, conforming to the solicitation, will meet the Government?s requirements and offers the best value to the Government. Price shall be evaluated for price reasonableness. Prices quoted must reflect the total cost to the Government. The Government shall conduct its price analysis using one or more of the techniques specified in FAR 15.404-1 (b). Options: The Government shall evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirements. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Each quote will be evaluated independently. BOARDING SERVICE LOCATION: El Centro Sector Headquarters 1111 N. Imperial Ave. El Centro, CA 92243 Base Year: Per Horse Per Day $_______________ Total $_______________ Option Year One: Per Horse Per Day $_______________ Total $_______________ Option Year Two: Per Horse Per Day $_______________ Total $_______________ Option Year Three: Per Horse Per Day $_______________ Total $_______________ Option Year Four: Per Horse Per Day $_______________ Total $_______________ STATEMENT OF WORK PURPOSE: It is the purpose of these specifications to establish the guidelines and parameters for the boarding and caretaking for the horses and equipment for the U.S. Border Patrol El Centro Sector Horse Patrol Unit. The contractor shall provide the listed services each month for the duration of this contract and shall be paid monthly for said services. BOARDING: 1) STALLS a) Size and Construction i) Stalls should be twenty-four (24) feet by twenty-four (24) feet. At a minimum they will be twelve (12) feet by sixteen (16) feet. ii) Stalls will be constructed out of two-inch pipe. iii) If the stall is located outside, half of the stall must be covered and the sides must be open. iv) If the stall is located inside, there must be an open and adjoining outside stall. b) Placement i) Stalls for government owned horses will be separate and apart from other horses boarded by Contractor. ii) One sick corral should be designated and be separate and apart from other corrals. iii) Stalls should be located on ground that is free of debris, insects, or other objects that could possibly cause injury or galling to the horse. iv) Stalls located on artificial surfaces will contain the appropriate amount of shavings so that the horse is not subject to injury or galling. c) Fixtures i) Stalls for government owned horses will be equipped with a fresh water source. ii) Stalls for government owned horses will be equipped with a hanging feed bin. iii) An artificial light source will be available that would illuminate the stall area. iv) Each stall will have a working gate with a latching mechanism that should swing both inward and outward. 2) FACILITY a) Contractor will provide a secure insured facility b) Contractor will provide use of a lighted round pen. c) Contractor will provide use of a lighted riding arena. d) Contractor will provide use of a hot walker. e) Contractor will provide a lighted area where the horses can be cleaned and worked on. i) A hitching post must be available. ii) A water source must be available. f) Contractor will provide a secured area for tack. g) Contractor will provide a clean enclosed area for the storage of feed and supplements. h) Contractor will provide a turn out area free of debris and other objects that would cause injury or galling to the horses. The turn out area must be a minimum of 150 feet by 300 feet. 3) ACCESS AND AVAILABLILITY a) Contractor will maintain a secure facility. b) Contractor will ensure that the Border Patrol, and other contracted personnel (Veterinary, Farrier, etc.) have unrestricted access to the area designated for the Horse Patrol Unit. c) Contractor will provide a contact number for emergencies. 4) LICENSE REQUIREMENTS The contractor shall meet all applicable federal, state and local regulations. CARETAKING: For the purposes of this contract, the term ?care? shall mean the measures to be taken to ensure the safe and sanitary condition of the boarding facilities. The Contractor shall provide all labor, supervision, equipment, and supplies (except as noted) to provide caretaking, as requested by the Contracting Officer, COTR or Supervisory Border Patrol Agent, for horses owned by the United States Border Patrol. The number of horses may be subject to increase or decrease due to retirement or changes in the needs of the service. 1) CARE OF HORSES a) Contractor will feed horses twice daily. b) Contractor will feed horses in accordance with the directions of the Contracting Officer, COTR or Supervisory Border Patrol Agent. i) Contractor will provide a constant source of Bermuda Hay along with a single serving of Alfalfa Hay daily. ii) Contractor will abide by any additional feeding requirement that is deemed necessary by the Contracting Officer, COTR, Supervisory Border Patrol Agent or veterinarian. Such feeding requirements include any and all supplements that are purchased by the Border Patrol. c) Contractor will provide fly control daily to stall area, when flies are present. d) Contractor will notify the designated point of contact for the Border Patrol upon any discovery of illness or injury. i) An emergency contact number will be provided for this purpose. e) Contractor will treat and/or clean minor abrasions and/or galls as needed. 2) MAINTENANCE a) Contractor will clean and maintain the corral area and stalls daily. i) Manure will be removed from the stalls daily. Contractor is responsible for disposal of manure off site. ii) Feed bins will be cleaned daily. iii) Water troughs will be checked daily and cleaned as needed. iv) Trash will be removed from the corral area and stalls daily. b) Contractor will maintain general common area of facility as well as feed area to an acceptable standard and to provide a safe and clean environment for the horses. c) Contractor will be responsible for any changes and/or upgrades to the facility (i.e. Adding sand to the pens, moving pens, etc.) 3) REPORTS a) Contractor will maintain a log for each horse. i) Contractor will log any medication given to the horse. ii) Contractor will log any behavioral problems of the horse. iii) Contractor will log all prescribed services and activities. b) Contractor will immediately report any abnormalities to the Supervisory Border Patrol Agent. 4) LICENSE REQUIREMENTS The contractor shall meet all applicable federal, state and local regulations.
