- This pre-solicitation notice is for reforestation (planting) forestry support services at Avon Park Air Force Range, Florida. The award will be an indefinite quantity-indefinite delivery requirements type contract with a base period and four 12 month option periods. The contractor shall furnish all seedlings, labor, materials and equipment necessary to develop a work plan and machine plant approximately 400,000 Avon Park south Florida slash pine seedlings with an average root collar diameter of 0.2 inch, 85,000 superior slash with an average root collar diameter of 0.2 inch, and 70,000 Avon Park longleaf pine seedlings with an average root collar diameter of 0.4 inch on approximately 649 acres at the Avon Park Air Force Range, Florida. The areas to be planted are located throughout Avon Park Air Force Range. This acquisition is 100% set aside for SMALL DISADVANTAGED BUSINESS. The primary North American Industry Classification System (NAICS) is 115310 (Support Activities for Forestry). The small business size standard for NAICS 115310 is $6.5 million. Wages applicable to this operation are covered under Department of Labor Wage Determination WD 74-1311 (Rev.-28), Forestry and Land Management Services (Statewide). The government will evaluate all proposals on a lowest price-technically acceptable criteria. The solicitation will be posted on or about 15 August 2007 via Government Federal Business Opportunities website at https://www.fbo.gov. The solicitation will include Federal Acquisition Regulation contract provisions and clauses, a proposal sheet, and performance work statement. The performance work statement will include details of required work elements along with a map showing current and potential future work locations. It is the responsibility of offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. To be eligible for award, prospective offerors must be registered in the Central Contractor Registration (CCR) Internet site, www.ccr.gov, under the appropriate small business category and NAICS. Questions must be submitted in writing to the Contracting Officer. Please note that the Government will not reimburse offerors for any costs associated with the site visit.
