THIS ANNOUNCEMENTS CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ 401817Q211 and is being issued as a Request for Quote. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 921190. The Fish and Wildlife Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation.The purpose of this contract is to procure a Human Resource Auditor needed for US Fish and Wildlife Human Resource office at 1875 Century Blvd. ,Atlanta ,Georgia 30345. CRITICAL FACTOR BASED ON EVALUATION ARE: 1. 20 Years of experience in the Federal Human Resource Arena, while indicator the ability to successfully perform the contract's requirements. Additionally the sucessful bidder must possesses and displays 2. the capacity and ability to review past Personnel Actions, immediately identify, recognize and prepare corrections of errors, and properly code Standard Form 52 (SF-52), Request for Personnel Actions, per the GPPA. 3.The successful bidder must also be able to identify documents improperly filed in the individual employee's Official Personnel File (OPF), as required in the Guide to Personnel Records Keeping,and ensure those documents are properly filed and/or removed from the OPF for disposition in accordance with the Records Keeping Guide. STATEMENT OF WORK The U.S. Fish and Wildlife Service Southeast Region seeks a contractor to perform ?audits? of approximately 1500 Official Personnel Files. Contractor should understand the following criteria: ? No travel expenses or per diem will be paid ? Contractor to be paid on a ?record completed? to the satisfaction of the Federal government entity basis. ? Contractor to use government provided checklists to verify completion. ? Contractor to use government published guidelines to complete all work ? All corrections to be indicated/written on hard copy SF-52 (Request for Personnel Action) and provided to the government for input to automated personnel systems. ? Required forms, e.g. SF-52 (Request for Personnel Action), checklists, FLSA listings, etc., to be provided by the government. The establishment, maintenance, and quality control of the Official Personnel Folder (OPF) is currently delivered by the United States Fish and Wildlife Services, Southeast Region, ARD ? Budget and Administration, Human Resources Division. The needed services are detailed below AREA 1: Establishment and Maintenance of Official Personnel Folders ? OPFs have been established in accordance with the Office of Personnel Management?s (OPM) Guide to Personnel Records Keeping to include proper merging of records. ? Documents are filed in the OPF according to the Guide to Personnel Records Keeping ? Documents not authorized for filing are removed from the OPF in accordance with the Guide to Personnel Records Keeping. ? All documents removed from the OPF are placed in individual envelopes for each employee and provided to the government for retention. AREA 2: Review of the Official Personnel Folder ? Using government furnished checklist, verify correctness of information contained both in the OPF and on each SF-50 (Notification of Personnel Action) ? Documents contained on/within the right hand side of the OPF are placed in chronological order as required in the Guide to Personnel Records Keeping. ? Merging of various retirement system OPFs, i.e. record transcripts, Foreign Service Folders, and/or other Non-Title 5 Personnel Files is accomplished using the appropriate types of folders. ? Documents filed on the left and right hand sides of the OPF are appropriate or are removed and disposed of in accordance Area 1, above. AREA 3: Auditing of the Official Personnel Folder ? All Service dates are recomputed and/or otherwise properly confirmed as accurate in accordance with the Guide to Processing Personnel Actions. ? Verify correctness of all Legal Authorities and Nature of Action Codes for each SF-50 (Notification of Personnel Action) in each OPF in accordance with the Guide to Processing Personnel Actions. ? Verify correctness of effective dates, as required by law or statute. ? Verify correctness of all actions related to pay setting. ?
