- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ??? San Diego intends to solicit and award a Firm Fixed Price contract to DTC Communications Inc., 486 Amherst Street, Nashua, NH 03063 on a sole source basis for the purchase of 26 units of the Project 25 Audio Surveillance System and 35 units of the MiniPIX Wireless Video System. This sole source procurement is in support of the Technology Transfer Program (TTP) at the Counterdrug Technology Assessment Center (CTAC), Office of National Drug Control Policy (ONDCP). DTC is the original developer and sole manufacturer of the both the Project 25 (P25) Audio Surveillance System and the MiniPIX Wireless Video System (MiniPIX). The P25 Audio Surveillance system is a covert body wire transmitter and receiver system used for law enforcement operations. The MiniPIX is a wireless, color video surveillance system that can be used as a body worn device or stand-alone static device. The MiniPIX is a highly specialized wireless, color video receiver/ recorder true diversity reception system using two receiver/antenna pairs to simultaneously evaluate and switch to the best- received video system using proprietary software. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in an unacceptable delay and a duplication of cost associated with developing/testing a new product that is not expected to be recovered through competition. It should be noted that a new competition to identify state-of-the-art technologies for law enforcement counterdrug operations in support of the TTP is planned beginning 3rd Qtr 2008. The applicable North American Industry Classification System (NAICS) Code is 334220, and the size standard is 750 employees. The anticipated period of performance will be approximately one year with an estimated value of $1.2M. Questions concerning this sole source contract action may be directed to Esther E.
