- The purpose of this modification to Marine Corps Sources Sought and Request for Information notice M00027-07-RFI-0001, dated 23 July 2007, is to delete the reference to NAICS size standard and clarify that the closing date and time for receipt of responses is no later than close of business, 23 October 2007, 4:30 Eastern Time. The due date for receipt of responses is not extended. The description is revised to read as follows: This is not a solicitation announcement and is not a Request for Proposal (RFP). No contract will be awarded as a result of the responses received. The Marine Corps will not reimburse respondents for any costs associated with information submitted in response to this RFI notice. The purpose of this RFI notice is to determine industry interest and capabilities to provide food services at 53 mess halls located in the continental United States. Information is requested from industry to assist the USMC in assessing the market of food service providers and identifying contractors interested in submitting a proposal for the Marine Corps planned follow-on Regional Garrison Food Service Contracts (RGFSC). The Government is not calling for offers at this time; this announcement is an expression of interest only. The USMC current RGFSC provides food services at 32 mess halls in the eastern United States and 21 mess halls in the western United States. The mess halls are located at USMC installations in Virginia, North Carolina, South Carolina, Arizona, California, and the District of Columbia. Collectively, the mess halls serve approximately 24 to 27 million meals annually, are open 365 days per year, and provide a wide range of meals, including cafeteria-style meals, fast-food meals, special meals for holidays and celebrations, box lunches and flight-line meals. The USMC anticipates establishing follow-on, performance-based, fixed-price services contracts to succeed the current RGFSC contracts. The goals anticipated for the contracts include the following: (1) providing Marines with high quality, highly acceptable, nutritious meals prepared and served in a clean and pleasant environment; (2) providing meals at a fair and reasonable price; and (3) capitalizing on industry efficiencies, innovations, and economies of scale. A draft RFP and pre-solicitation conference/industry day are tentatively scheduled for the spring of 2008. Respondents are requested to provide responses to the questions listed below. No phone or fax responses will be accepted. 1. Provide the name of your firm, address, telephone, and fax number, web-site URL (if applicable), a point of contact, and an email address. 2. Describe the experience and capabilities of your firm with respect to providing large-scale food services on a regional or national level. 3. Describe whether you are a large or small business concern. 4. Describe the level at which you perform the majority of your contract efforts, e.g., are they at the prime or subcontract level. 5. Describe successful food service innovations your company has developed or used in military, campus, corporate, or other large-scale food service efforts that might be applied to this effort. 6. Describe or summarize advanced food technology preparation/delivery systems that your company uses, such as sous-vide or cook-chill, that might be applied to this effort. 7. Describe performance objectives that might be applied to this effort to manage and sustain food service quality. 8. Describe contractual terms and conditions that might be incorporated into this effort to accommodate fluctuations in demand for food services as a result of the deployment of personnel, natural disaster, or other unusual or exigent conditions. 9. Provide recommendations for the length of the contract term, pricing structure, and additional award or incentive fees that might be paid for exceeding performance objectives. 10. Provide recommendations for performance metrics, quality control, and food safety measures that can be incorporated into this effort. 11. Provide other contract terms and conditions that might be beneficial to the planned contract. 12. Describe the methods your firm uses to manage occupational safety and provide recommendations for how occupational safety should be incorporated into this effort. 13. Describe the methods used by your firm for employee food service training and provide recommendations for incorporating food service training into the contract. 14. Describe the teaming and subcontracting efforts your firm has engaged in with State Licensing Agencies under the Randolph Sheppard Act, AbilityOne (formerly JWOD) non-profit entities, and small business concerns. 15. Provide recommendations for contract provisions that would encourage teaming and subcontracting opportunities for concerns that hold statutory socio-economic preferences and AbilityOne.
