Description
EPA is seeking vendors of pesticide application technology to participate in a pilot project to validate protocols for testing the effectiveness of technology for reducing pesticide spray drift (drift reduction technology or DRT). EPA will conduct this pilot project using Agency funds. The pilot project will lead to an industry-funded Environmental Technology Verification (ETV) project, conducted with EPA, to verify pesticide DRTs. The goal of the DRT verification project is to identify and verify technology that pesticide applicators can use to reduce pesticide spray drift. DRT technologies could reduce risks posed by off-target spray drift to humans and the environment. A description of the pesticide DRT verification project is available on EPA's website at http://www.epa.gov/etv/este/html Specifically, EPA is seeking drift-reduction application equipment and drift-reduction adjuvant chemicals that can be used with ground-boom or aerial equipment for spraying pesticides onto row or field crops and that can be tested in either a low- or high-speed wind tunnel. EPA drafted test protocols for evaluating DRTs and, consistent with ETV policy, shared it with a stakeholder technical panel for review and comment. EPA will select two ground application technologies (one nozzle and one adjuvant)for validating the protocol for the low-speed wind tunnel test and two aerial application technologies (one nozzle and one adjuvant)for validating the protocol for the high-speed wind tunnel test. The purpose of this pilot project is to validate test protocols rather than evaluate the drift-reduction potential of a particular nozzle or adjuvant or adjuvant-nozzle combination. Vendors who are interested in participating in this pilot project should submit offers in writing or by e-mail in which they describe their DRT technology and explain how the technology meets all of the following selection criteria: 1) Expectation of effectiveness, as shown by data or scientific principles; 2) Likelihood of consumer acceptance based on ease of use or cost; and 3) Likely magnitude of use based on its possible use on major crops or possible market penetration. EPA will notify vendors of the selected technologies within 30 days of the response date specified in this notice. EPA expects to conduct the protocol validation tests by January 2007 and release the final protocol in April 2008. When EPA issues its report of this pilot project, it will identify the technologies used to validate the test protocol. After the test protocols have been validated, EPA will notify vendors of pesticide application equipment of the opportunity to participate voluntarily in an industry-funded Environmental Technology Verification (ETV) program conducted with EPA. EPA included DRTs in the ETV program because they have the potential to reduce pesticide risks to humans and the environment by reducing non-target spray drift.
