- This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a paper solicitation will not be issued. Request for Quotation (RFQ) number FTC-29-71063-A, shall be referenced on any price quote. This solicitation document and incorporated provisions and clauses are those in effect through the latest posting of the Federal Acquisition Circular as of the announcement. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Trade Commission (FTC) has a requirement for the following services: Detailing Advertising Expenditure Data: 1. Scope-The Federal Trade Commission's (FTC) Bureau of Economics requires detailing advertising expenditure data in order to perform its study evaluating how advertisements affect medical care use in the United States. Detailing advertisements are the advertisements made by prescription pharmaceutical firms that are targeted at medical professionals. Detailing advertising data consists of the following promotion measures: the number and type of contacts, the cost of contacts, the retail value of samples (RVOS), and the cost of professional advertising.Proposal submission-The FTC will evaluate proposals on a lowest cost technically acceptable basis.Scope of Services: Detailing-Detailing advertisement data needs to be provided on a monthly basis over the period 1996-2004 at a product level for the U.S. A product represents a firm-molecule-strength-quantity-administration form combination. The detailing information must be provided separately for specific drug molecules and time periods. Detailing advertising data consists of the following promotion measures: the number and type of contacts, the cost of contacts, the retail value of samples (RVOS), and the cost of professional advertising. Contacts are defined as interactions with doctors by pharmaceutical representatives, and include full discussions with doctors, drug fairs attended by pharmacy directors, delivery of product samples, and other types of contacts with doctors. The cost of contacts represents the dollar amount spent by a drug firm for a contact. RVOS represents the retail value of free drug samples directed to office-based physicians. The cost of professional advertising represents the total cost of advertising in medical journals. The FTC requests advertising data for two drug categories: anti-hypertensive medications, and analgesics. Both the analgesic and anti-hypertensive drug classes represent several sub-classes of drugs. Analgesics include anti-migraine medications, non-steroidal anti-inflammatory medications, narcotics, Cox-2 inhibitors, and analgesic combinations. Anti-hypertensive medications include ACE inhibitors, ACE II anti-hypertensives, adrenergic blocking agents, beta-blockers, calcium-channel blockers, diuretics, anti-hypertensive combination therapies, and other anti-hypertensive medications. Products should be uniquely identified with either an 11-digit National Drug Code (NDC) or a combination of six fields that list the generic name, strength quantity, strength unit, quantity, firm, and administration form of the drug. (i.e. FTC requires information sufficient to determine the total detailing advertising expenditures made by a manufacturer (Merck) for its drug (Rofecoxib marketed as Vioxx) in a specific month (June of 2000)). All data must be delivered to the agency in Excel, SAS data files, or delimited ASCII files on CD or DVD. If the vendor wishes to propose an alternate data delivery they must list the delivery options in their proposal.The molecules requested are listed in the attached appendix.Period of Performance-The Contractor shall schedule and complete all work required by this task order within 30 days after receipt of signed purchase order.Project Manager/Point of Contact The Contractor shall designate one employee as the Project Manager (PM) for all work performed under this contract. The PM shall be designated as key and shall be responsible for all work performed under this task order. The PM shall be a single point of contact for the Contracting Officer. USAGE of DATA: The purpose of this proposal is to obtain the rights to use data that allow FTC staff to conduct studies which measure how drug advertising affects the use of medical services. These studies will be publicly circulated and published. For this reason, the FTC reserves the right to allow any current and future employee of the FTC's Bureau of Economics to access the data, and publish results generated with the data. FTC staff will limit the scope of any disclosure of the data to the extent necessary to support the specific results of the studies performed. The ability to report study findings may include the disclosure of data to third party researcher(s) solely for the purposes of replicating and verifying FTC staff results. It is essential that the statistical results generated by these studies must be publicly disclosed, e.g., as a working paper or publication in an academic journal, the specific terms of data disclosure and use may be negotiable. If an offeror has more stringent needs for the protection of this data they must clearly state those needs within their response, otherwise the FTC will consider the offeror to be in agreement with the preceeding statement concerning the use of the data.Please also include the estimated delivery time of the items. The North American Industrial Classification System (NAICS) number is 541910 and the business size standard is $6.5 million. The Government will award a firm fixed price purchase order resulting from this combined synopsis/solicitation to the responsible offeror with the lowest cost/technically acceptable offer conforming to this combined synopsis/solicitation. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation.The following provisions and clauses apply to this procurement and are available on www.arnet.gov: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial Items (JAN 2006); FAR provision 52.212-2, Evaluation-Commercial Items (SEP 2006). Award shall be made to the lowest cost, technically acceptable responsible quote. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FTC also reserves the right to conduct discussions, if later determined to be necessary. FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (NOV 2006) - Please note: All offerors and prospective contractors must be registered on the ONLINE Representative and Certification Application (ORCA) website at http://orca.bpn.gov or must provide a completed copy of 52.212-3 along with their quote. FAR Clause 52-212-4, Contract Terms and Conditions- Commercial Items (FEB 2007); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2007 ). Clauses incorporate by reference can be found it at www.arnet.gov. The lessor/contractor will agree to insert terms that conform substantially to the language of this clause in all contracts/subcontracts. All quotes from responsible sources will be considered. Quotes shall be accepted by email only. See listed points of contact for submission. No other method of submission (i.e. fax or hardcopy via mail) will be accepted. Quotes are due on or before Tuesday, August 28, 2007 at 4:00 PM (EST) This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation Part 13.5 Simplified Acquisition Procedures. All contractors anticipating award must be registered in the Central Contractor Registration Database website.
