- NASA/ARC has a requirement for an integrating sphere light source for spectroradiometric calibration of emission spectroscopy instrumentation. The source shall have an extended, circular field of view (FOV) of 4??. The source luminance shall have ?? 96% uniformity over the 4?? diameter exit port. The spectral radiance output shall cover the range from 250 nm to 1700 nm and meet or exceed the following specifications: 3.2 W/cm3 sr at 300 nm; 3.3 x 102 W/cm3 sr at 500 nm; 1.6 x 103 W/cm3 sr at 800 nm; 1.8 x 103 W/cm3 sr at 1100 nm; and 8.8 x 102 W/cm3 sr at 1700 nm. The integrating sphere shall be 12?? diameter, and the inside of the sphere shall have a Spectralon reflectance coating. The lamp sources shall include independently controlled high power Xe and tungsten-halogen lamps to provide the highest possible spectral output in the following regions: ultraviolet to visible (250 ?C 600 nm); visible to near infrared (500 ?C 900 nm); and near infrared (800 ?C 1700 nm). The source shall have NIST-traceable absolute spectral radiance calibrations for these spectral subregions. NASA/ARC intends to purchase the items from Labsphere Inc. because they manufacture integrating sphere light sources for spectroradiometric calibration applications. They are the only company that can customize their items to meet all of our primary requirements: very high output using non-standard lamp sources, and a field of view of 4?? in diameter. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on August 17, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
