- Description
- The Centers for Disease Control and Prevention (CDC), Coordinating Center for Infectious Diseases (CCID), National Center for Immunization and Respiratory Diseases (NCIRD), Division of Viral Diseases (DVD) is seeking to award a sole source commercial Purchase Order for WebVDME software installation, support and license fee for a two user system. The WebVDME software is specifically designed for the purpose of adverse event signal detection. Period of performance shall be twelve (12) months from date of award. In accordance with Federal Acquisition Regulation (FAR) 6.302-1, the Government has determined that Lincoln Technologies, Waltham, MA, is the only responsible source to satisfy this requirement. It is believed that this is the only commercially available software that can satisfy the Government?s requirement for a software analysis platform is designed specifically for performing adverse signal detection and simultaneous adjustment for multiple simultaneous comparisons utilizing a Bayesian data mining algorithm known as the Multi-item Gamma Poisson Shrinker (MGPS) which is not a standard feature of other statistical data mining analysis platforms. Further, this specific software is required to ensure that output is directly comparable to that of other data mining work performed with other existing government vaccine safety databases which use WebVDME. Subject to availability of funds, the Government intends to Request quotes on 27 August, with award by 15 September 2007. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the requirement are encouraged to identify themselves and provide written notification to the Contracting Officer within fifteen (15) days from the date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
