- DSCR plans to award an Indefinite Quantity Contract with a one-year period with provisions included to extend the term of the contract up to two (2) one-year periods. The Solicitation Number will be SPM4A6-07-R-0889; IQC07205009002; R-J041120432. This IQC has one NSN for Cleaning Compound, Solvent; NSN 6850 01 394 9514. The unit box (BX) contains twelve oz (OZ) aerosol cans (CN). The estimated annual demand quantity is 1236. The solicitation will be Un-restricted; Other Than Full and Open and will result in a Firm Fixed Price with EPA Adjustments under provisions of FAR Part 12. The Acquisition Item Description (AID) cites Spec MIL-PRF-29608(AS) Amendment 1 dated 25 November 1997. Distribution Planning and Management System (DPMS) will be incorporated into the solicitation (Reference DLAD 47.305-8 DPMS Pilot). This is a synopsis for a commercial item IAW the procedures of FAR 5.201 and FAR 5.203. The NSN is not Critical Safety Item (CSI) per 13 August 2007 check of the Critical Safety Item (CSI) DSCR-V-website as follows: <http://www.dscr.dla.mil/UserWeb/CSIdata/USAF_DLA_LIST_current.xls>. The requirements QAP010; MSDS/OSHA Hazardous Warning Label; and Type II Shelf Life does not apply. The solicitation does not contain progress payments. First Article Contractor Testing applies to this NSN. The delivery requirement without FAT is 30 days after receipt of order (DARO) and with FAT is 120 days after receipt of order (DARO) or best possible delivery. FOB Destination with Inspection Acceptance Destination is required. The NSN is procured as fully competitive in accordance with military/federal specifications/standards and/or voluntary industry standards. Refer to Section L, Clause 52.211-9G13 for obtaining such data. The final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in this solicitation. A surge requirement does apply to this NSN. A surge plan detailing how the surge quantity requirements will be met must be submitted along with offer. The solicitation will be posted to DIBBS at https://www.dibbs.bsm.dla.mil on or about 31 August 2007.
