- Description
- The U.S. Department of Education intends to award a contract to Unisys and its subcontractors, EMTEL and Enzenia, Inc. for the establishment of an External Emergency Communication System for the Department. The purpose of this contract is to provide the U.S. Department of Education (DoED) with a multiple (i.e. web, landline, fax, cellular and wireless capacity) communication system through which emergency and non-emergency notifications, information and/or guidance can be sent to public and private state and local educational agencies for Kindergarten through 12th grade (SEAs and LEAs), Bureau of Indian Affairs (BIA) funded schools, and institutions of higher education within a specific geographic region or nationwide based upon criteria developed by DoED. The system must be geo-coded, wireless, secure mobile system and capable of deployment to various alternate locations with built-in redundancy capabilities. The system has to have the capability to send classified and unclassified information (actual system classification up to the Top Secret level completed within the DoED). In addition, the notification system has to be compatible and fully interoperable with the Department of Homeland Security operational systems. The system shall have multiple levels of communication capabilities (i.e. phone lines (land and cellular), fax, emails, Blackberries, satellite, etc.) and should be scalable to reach select groups determined by the DoED. The communication system must be reliable, wireless, portable, redundant, and user-friendly. In addition, the DoED requires that the contact database is commercially available, operable and currently compiled of educational institutions to meet the requirements. This is not a requirement to build a database. Based upon these requirements, Unisys would serve as the system integrator using a solution developed by the RESPOND Emergency Management Consortium (REMCON). EMTEL, as Unisys' exclusive partner and subcontractor, will provide their proprietary and unique Emergency Notification System Contact Database (NSDB) SchoolCall911 that contains all the school contact information (telephone, fax, email, cellular, TTY/TDD) of all SEAS, LEAs, BIA-funded schools and institutions of higher education in the nation. This unique proprietary database can be used to extract datasets for use by ED to create a relational database that can serve as ED's central repository for all school contact information. Ezenia Inc, as a subcontractor, will provide their InfoWorkSpace (IWS) collaboration technology and real-time information sharing network. EMTEL, under an OEM agreement with Ezenia, utilizes IWS, along with unique interfaces and features to create NetComm911 which is part of the SchoolCall911 product. Anticipated contract award for the DoED emergency communication system is September, 2007. The anticipated award is on a sole source basis and is in accordance with FAR subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is for information purposes only and is not a request for proposals. This is not a solicitation and no solicitation is available.
