Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program (ARP), Outcomes Research Branch (ORB) plans to procure on a sole source basis with Porter Novelli, 1909 K St., NW, Washington, DC 20066 for public perceptions and responses to scientific uncertainty regarding controversial cancer screening. How the public perceives and responds to scientific uncertainty over new cancer screening technologies and other controversial medical interventions is an issue of growing importance, given the increasingly rapid emergence and diffusion of innovations in cancer control, the expanding emphasis on evidence-based medicine and informed decision making, and the heightened visibility of scientific controversies over various cancer screening technologies. Yet little is known about how scientific uncertainty affects people. The proposed procurement will facilitate this study by adding select questions to a large national consumer and physician survey, and obtaining the data once the surveys are fielded to perform the study. The data source for this project consists of two surveys conducted by Porter Novelli. The first, ?HealthStyles,? is a national panel-based mail survey administered annually since 1995. This survey aims at understanding the U.S. public?s health orientations and practices, and represents part of a larger survey of the public?s consumer habits, ?ConsumerStyles,? which is sent to 20,000 potential respondents who receive monetary incentives for participation. The sample is stratified on region, household income, population density, age, and household size in order to create a nationally representative sample, with over-sampling of low-income, minority, and households with children. The average response rate for ConsumerStyles is 60% (approximately 12,000 completed surveys), and HealthStyles is mailed to half of these participants; final sample size for HealthStyles has been approximately 4,100. The second survey is ?DocStyles,? a web-administered panel-based survey first conducted in 2005, which samples approximately 1000 primary care physicians (family practitioners and internists, response rate 61%), and aimed at identifying physicians? lifestyle counseling practices. The 2007 surveys contain items of interest related to the objectives of the current study, and specifically measuring both the general public?s and physicians? perceptions and attitudes towards scientific uncertainty regarding controversial cancer screening and preventive interventions. Porter Novelli is the only source known to the NCI Research that can provide the data necessary for the NCI to conduct the proposed analysis for the types of sample sizes necessary to support the research aims stated above. HealthStyles and DocStyles represent already-existing national survey efforts that are developed and administered by Porter Novelli. The data that comes out of these surveys is proprietary and wholly owned by Porter Novelli, and not available from any other existing national survey or database. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service they may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 p.m. EDT, on August 22, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
