- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice is issued under Request for Quotation (RFQ) E004705, using the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2005-18. This solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://fedbizopps.gov. This site provided downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. All questions in reference to this requirement shall be submitted via fax or email five business days after posting, all response will be posted on this site. The North American Industry Classification System (NAICS) is 443120 with a business size standard of $8.0 million dollars annually. This will be a Firm Fixed price ? One Time Buy. This requirement is being conducted as a Brand Name only. The additional software modules must be compatible with the Unigraphics NX Computer-Aided Design/Computer-Aided Engineering (CAD/CAE) suite that the FBI presently own. The manufacturer is Siemens Government Services, Inc., Richardson, TX 75081. The software was formerly owned by Unigraphics Solutions (UGS). This requirement is for Three (3) NX14400 NX Mach 4-Adv. Mod; Three (3) UG10662 NX Freeform Shape; Three (3) UG10670 NX Analyze Shape; One (1) NX30600 PCB Exchange; One (1) NX30504 NX Design Simulation; One (1) NX13500 NX Mach 3 Advanced Simulation; One (1) TCX90002 NX Embedded Data Management Platform Media and One (1) Software maintenance for 4 months. The FOB Destination is FBI, ERF Bldg., Quantico, VA 22135. The following FAR provisions and clauses are incorporated by reference and apply to this solicitation. FAR Provision 52.212-1 Instructions to Offerors-Commercial Item (JAN 2005); FAR 52.212-2 Evaluation-Commercial Items (JAN 1999); FAR 52.212-3 Offeror Representations and Certifications Commercial Items (JAN 2005); FAR 52.212-4 Contract Terms and Conditions-Commercial Items (OCT 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2005). All responsible sources may submit a quote to this office no later than, August 23, 2007, 4:00 PM ET. The quotes shall be submitted to the address listed above, the quotes shall be clearly marked E004705, Attention: Mabel Comfort, Room 8504, Facsimile and email quotes will be accepted and, in fact are encouraged at (202)324-3104, email address: mabel.comfort@ic.fbi.gov. in accordance with FAR Provision 52.214-31, Facsimile Bids (DEC 1989). No hand carried quote will be accepted. All bidders are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, it will be considered late and shall be handled in accordance with FAR Provision 52.212-1 (f) (JAN 2006).
