Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement FA4861-07-Q-B006, is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. The NAICS for this solicitation is 611519. The size standard for a small business under this NAICS code is $6.5 million. This is a 100% Small Business Set-Aside solicitation. This is a commercial request for the following service: Military Force Protection Training for High Risk Zones specifically [Tactical Driving, Shooting and Escaping from Captivity]. The training shall include at a minimum: tactical driving; dead man takeover exercises; team/team member recovery under attack; tactical shooting; escaping from captivity; defensive tactics. The quantity is 10 people. Contractor shall provide all labor, material, transportation, supplies, and all else necessary to provide the training. Training shall be conducted within a 50 mile radius of Nellis AFB Nevada 89191. Classes shall be conducted between September 17 ? 22, 2007. Pricing shall include delivery FOB destination to Nellis AFB NV 89191. Descriptive literature/overview shall be submitted with the quote. Quotes should be in the following format: price for each person, price for combined persons, including shipping cost FOB destination, and all other costs. Award Basis: Best Value. The following factors shall be used to evaluate the offer: training structure and topics as provided in literature, price, meeting training dates, and radius criteria to Nellis AFB Nevada. Award shall be made in the aggregate. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. FAR provision 52.212-2, Evaluation-Commercial Items, is also applicable. In addition to the price list, offerors shall submit with their offer a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with Alternate I, 52.219-28 Small Business Size Representation, and 52.223-4, Recovered Material Certification.
