- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Basis for award Award shall be made on the basis of best value to the Government. Rank of consideration: first, ability to meet the Governments needs (referenced in the paragraph below in more detail) and second, price. The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for the following retainers as described, part numbers and quantities: A Gas Chromatograph/Mass Spectrometer Detector/Data System (GC/MSD/DS) is required for the Army in order to properly analyze and determine gas composition of reformate gas and exhaust from fuel cell/reformer systems. Additionally, the system needs to be ab le to determine sulfur levels before and after a reformer system to determine effectiveness of the desulfurizer system. Gases analyzed will focus on determining both Hydrogen and Sulfur levels. The system shall include: 1. An inert MSD/DS system with a link to a PC (with Windows XP). 2. LaserJet Printer. 3. Ion Gauge Controller for use with the MSD. 4. Gas Chromatograph with Mass Spectrometer Detector Interface. 5. Gas Chromatograph with Thermal Conductivity Detector (TCD). 6. Gas Sampling Valve (GSV) to S/SI inlet interface. 7. Liquid Sampling Valve (LSV) to S/SI inlet interface. 8. A National Institute of Standards and Technologies (NIST) 05 MS Library Bundle including 191K spectra, 163K structures, 121K Kovats, Kovats RI, and NIST MS Search Deconvolution Programs. 9. Sulfur Chemiluminescence Detector (SCD), Dual Plasma System with Oil Pump. 10. Ability to change GC/MS columns without MS venting. 11. 8-port 10/100Base-TX (LAN) auto sensing switch with 8-meter cable. 12. Additional telecom, 80-1000V cable with connectors. 13. Any additional components necessary for a complete GC/MSD/DS. 14. Installation and Training.
