Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. AMCOM intends to evaluate offers and award a contract without discussion with offerors. However, the Government reserves the right to conduct discussions if later it is determined by the contracting officer to be necessary. Therefore, offerors initial offer should contain their best terms from a price and technical standpoint. All prospective offerors must be actively registered in the Central Contractor Registration (CCR) system. Off erors may register online at https://www.bpn.gov/CCR/scripts/index.html. Payment will be made using the Wide Area Work Flow (WAWF) electronic invoicing system. The solicitation consists of 2 contract line items, one for the item described below and one for freight charges. PLEASE NOTE THE FOLLOWING: IN ORDER FOR YOUR QUOTE TO BE COMPLETE IT MUST INCLUDE FREIGHT CHARGES FOR THE FOLLOWING: FOB DESTINATION-TOBYHANNA, PA. ANY QUOTES THAT DO NOT MEET THIS REQUIREMENT WILL BE CONSIDERED INCOMPLETE AND REJECTED. WE ARE ONLY AUTHORIZED TO PURCHASE WHAT IS REQUESTED BELOW; DO NOT INCLUDE OPTIONS/EXTRAS. Salient Characteristics - Temperature Range: Minus 50 degrees Fahrenheit to plus 220 degrees Fahrenheit plus/minus 2 degrees Fahrenheit. Humidity Range: 25 to 95 percent Relative Humidity (RH) in the 20 to 95 degree temperature range of plus 68 degrees Fahrenheit to plus 220 degrees Fahrenheit plus/minus 3 degrees RH . User friendly Programmable controller (Touch screen preferred) Heating, cooling, humidity, programmable as a function of time. FEATURES TO INCLUDE: - User friendly LCD graphical display/touch screen programmer with simple English language prompts for program entry. - Real time clock. - Near Infinite number of programs and steps. - Dual proportional, integral, derivative (PID) control with auto-tune and operator adjustable to match special chamber loading conditions (2 channel capability). -State of the art logic circuits automatically select the necessary refrigeration and heating capacities as well as humidification operating modes, as required to achieve the desired chamber environment. -Storage and retrieval of programs and test data from/to floppy drive, local flash disk and/or removal PCMCIA flash card. -Separate I/O controller for machine interface, machine diagnostics. -Advanced Ethernet (10/100) communications capabilities using TCP/IP networking protocols. -USB port (for data collection of set point temperature and humidity. Actual for air temperature and humidity. -Built in limit alarms. -Flash disk on chip storage. -Microsofts advanced Window CE operating system or equivalent. -Protocol for control RS or Ethernet. If in use error message to occur, software for administrator override. -High/low temperature failsafe. -Cascade refrigeration system. -Paperless chart recorder via USB. -Main power disconnect. -Auto defrost. -Quiet package. -Floor capacity minimum 600 lbs/sq ft. -Electrical requirement, 208 Volts, 60 Hertz (or 460v 3ph 60Hz) -Maximum footprint (box only) is 12 feet 6 inches wide by 11 feet deep by 9 feet 6 inches high. -Maximum footprint (machinery only) 70 inches wide by 40 inches deep by 80 inches high. -Two 4 inch diameter ports with silicon plugs. -Bi-parting door with seals 103 inches by 96 inches with 2-14 inch by 24 inch heated view ports (windows) -Security locking hardware for door. -Cumulative running time meter. -Low water cutoff. -The chamber shall have RS 232 interface compatibility. -The chamber shall be cooled with environmentally compatible refrigerants. -The refrigeration system shall be compatible with current environmental regulations and utilize whatever refrigerant is required within the law to obtain the environmental/atmospheric conditions stated above. At a minimum, the system should operate utilizing R404A, R508B, SUVA95, HP62, or R507 HFC as the refrigerant. -Stainless steel interior. -24 gauge galvanized exterior. -Price to include shipping/handling, freight and installation, FOB destination Tobyhanna, PA. -Specifications- Complies with International Safe Transit Authority (ISTA), and American Standards Testing Methods (ASTM) for packaging standards. -Automatic restart after power or water interruption resuming where it left off in the test cycle. -Customer Service- 1 year minimum maintenance service warranty, start-up and training and 30/60/90 day follow-up. -Instruction manual required- two (2) -Electrical drawings. -Refrigeration schematic. -Major component vendor literature. -General arrangement drawing or descriptive literature. -Calibration instruction. -Operating instruction. Safety features: ... High heat safety shutdown switch. ... The heaters shall be electronically interlocked with the fan motor. & The refrigeration system shall have a mechanical pressure relief valve. ... The refrigeration system shall have high/low pressure safety cutouts. ... The refrigerant shall be non-toxic and non-explosive. ... All main power circuits shall have circuit breaker protection. & The fans in the chamber shall be covered. & Inside release in case of door closure while operating. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications-Commercial Items, with their offer . The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items, applies to this acquisition. An evaluation shall be performed to determine if each offer is technically acceptable. In order to determine technical acceptability of offered equipment, each offeror shall submit technical literature or brochures which clearly show that the manufacturer s product meets all of the solicitation requirements. Failure to submit the required technical literature may prevent the offer from being considered for award.
