- The NAVAIR Special Recruitment Office at Patuxent River, MD is responsible for the recruiting and hiring a world-class, diverse, entry-level workforce. The recruitment program budget includes funding for lodging potential employees while interviewing and visiting the Patuxent River area. In order to meet the requirements of the program, lodging must be available, appropriate and convenient for the interviewee. As a result, The NAVAIR Special Recruitment Office requires up to 100 rooms during the period of 7 ? 9 November 2007 within a 20 mile radius Naval Air Station Patuxent River, Patuxent River, Maryland 20670. As a result of this requirement, Request for Quotation (RFQ) N00421-07-T-0203 is issued for the services above. Interested persons may identify their interests and capability to respond to this requirement or submit proposals. The Government will not pay for any information received. The recruitment program budget includes funding for lodging potential employees while interviewing and visiting the Patuxent River area. In order to meet the requirements of the program, lodging must be available, appropriate and convenient for the interviewee. As a result, The NAVAIR Special Recruitment Office requires up to 100 rooms during the period of 7 ? 9 November 2007 within a 20 mile radius Naval Air Station Patuxent River, Patuxent River, Maryland 20670. 2.0 DESCRIPTION OF TECHNICAL REQUIREMENTS/TASKS The contractor shall furnish and provide sanitary living conditions to accommodate Government Personnel as follows: (a) The availability of 100 non smoking standard size single rooms during the above period. (b) Contractor needs to be rated two diamonds and above on the AAA scale, standards can be found at http://www.aaamidatlantic.com. (c) Telephone, lighting fixtures, chair, closets and drawers suitable for storage of clothing, table/desk, and in-room bathroom facilities to include sink toilet, and shower or bathing facilities. (d) Bathroom area with private bath with shower, tub, toilet and sink, 2 wash towels, 2 hand towels, 2 bath towels, shower curtain and liner or shower doors, bath rug, small waste basket, soap dish, a shelf/shelves or vanity for toiletries. Bathroom and its fixtures to be free of rust, cracks, etc. Ceiling must be free of damage (cracks, breaks, etc). (e) Continuous hot and cold running water (while occupied). (f) Daily maid service shall be included at no additional cost. Daily maid service shall provide at a minimum, the following services on a daily basis: o Replace all bath linens (bath towels, hand towels, etc) with fresh bath linens. o Stock daily hygienic products (soap, shampoo, conditioner, and toilet paper in each room on a daily basis while room is occupied. o Replace used bed linens (sheets, pillow cases, etc) with new and fresh bed linens. o Emptying all waste baskets/ash trays. o Clean all bathroom fixtures. o Ensure room is clean, and dusted to be free of insects, dirt, etc. (g) Security at a minimum shall include individual keys for each room with a lobby attendant at the entrance(s) of lodging facility and all rooms shall be accessed from a hallway within the hotel. (h) The lodging facility must be located within a 20 mile radius of the Naval Air Station Patuxent River, Patuxent River, Maryland. (i) The contractor shall provide car parking space for US Government personnel staying at lodging facility. (j) Provided the Government makes reservation or notifies the contractor in writing 1 week in advance of the occupancy, the contractor shall ensure needed rooms are available. Should the government provide less than 1week notification, the contractor shall make best efforts to accommodate (at no change in price) the request. (k) The quality of the services rendered hereunder shall conform to the highest standard in the relevant profession, trade, or field. All services shall be rendered by or supervised directly by individuals fully qualified and licensed in the relevant profession, trade or field. All contractor personnel shall exercise effective and polite customer service relations. (l) The contractor shall comply with all applicable local laws and regulations regarding its personnel performing work under this contractor (hours, pay, benefits, insurance, etc.) (m) Rooms shall not be exposed to excessive noise (e.g., air traffic, highway, and construction), which could cause disruption of sleep. (n) The contractor shall be paid based on actual number of nights stayed, even if the reservation was for more nights. (o) If a single room is requested and is not available, then a twin (double) room shall be provided at the single room rate. Junior beds, couches and portable/fold-out beds are not acceptable. (p) Rooms and facilities shall be clean and in good repair. (q) The contractor shall not move any person assigned a room without first consulting with and obtaining the approval of that person. (r) U.S. government personnel occupying the rooms under this contract shall be afforded any and all privileges normally provided to other paying guests, including the use of all lodging facilities, and be afforded a continental breakfast. (s) Room service, Internet usage, telephone usage, and mini-bars shall be deemed an individual business transaction between the room occupant(s) and the contractor. Any and all claims by the contractor arising directly or indirectly from the conduct of such individual(s) for room service, Internet usage, telephone usage, and/or mini-bars shall not be claimed against the U.S. Government. (t) A cancellation fee may be charged if a room has been ordered then cancelled without providing the contractor at least 24 hours advance notice of the cancellation. This cancellation fee does not apply if the room has been re-rented the night the cancellation applies. Only one cancellation fee may be charged per reservation (i.e. a cancelled two night reservation would only be charged one cancellation fee, not two). The above criteria shall be validated by the NAVAIR Special Recruitment Office and / or the Contracting Office with visits to the proposed establishment.
