Description
The Navy plans to issue a Request for Proposal (RFP) on or about 31 August 2007 for the production of the Low Cost Conformal Array (LCCAs). The LCCA is a passive planar array mounted on the aft sail structure that is integrated with the Acoustic Rapid COTS insertion (A-RCI) AN/BQQ-10 system to provide situational awareness and collision avoidance for improved tactical control. This RFP and related files listed under solicitation number N00024-07-R-6229 will be issued electronically. Vendors wishing an electronic copy may download it directly to their workstation on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. The RFP drawings and the classified document ?Appendix to the Specifications? for LCCA may be obtained by contacting Elizabeth Bauer at elizabeth.bauer@navy.mil. The offeror must provide their physical address, classified address, cage code, and a point of contact information by email to obtain the ?Appendix to the Specifications? and the LCCA drawings. Once the security approval has been obtained (if it has not already been obtained in the draft RFP phase of the requirement) the information will be mailed to the offeror. In accordance with Department of Defense policy, when permissible within applicable U.S. laws, regulations and security requirements, foreign contractors shall be afforded the opportunity to participate in solicitations and negotiations leading to award of a contract. A foreign disclosure review must be processed in order to determine whether it is permissible to release the information involved. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder?s mailing list. The Government will consider all comments received. The Government does not commit to providing a response to any comment or question. All such questions should be received in writing within seven days after release of the RFP to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. The subsequent revision to any specification or RFP based on comments received remains solely at the Government?s discretion. This information is subject to modification and in no way binds the Government to award a contract.
