- This is combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ); the solicitation number is N0463A-07-T-0001. The Navy Experimental Diving Unit, (NEDU), in Panama City, Florida intends to award on a Sole Source basis a firm-fixed price purchase order to Rosemount Analytical Inc. 1201 North Main Street, P.O. Box 901, Orrville, OH 44667-0901 for procurement of four PROCESS MULTI-METHOD/CHANNEL ANALYZER MLT3 model A-A-9-F-BEX-BEX-O3-O3-G-1-H-0-E-1-P-F, one ETC00755 NGA WINCONTROL, one ETC00257 NGA WINCONTROL-NULL/ZERO MODEM CABLE, one PROCESS MULTI-METHOD/CHANNEL ANALYZER model A-A-9-8-B8S-B8S-O3-00-G-1-D-0-A-1-V-F. This procurement is issued using the Authority of the Test Progra m for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996. This acquisition is not suitable for full and open competition because these parts are components of the NEDU Atmosphere Analysis Station and are direct replacements of existing equipment. Any other analyzers would require extensive re-development and testing costs. NAICS CODE IS 334516. FSC is 6640. The items will be delivered to the Navy Experimental Diving Unit (NEDU) Panama City, 321 Bullfinch Road, Panama City, FL 32407-7015. This solicitation document and incorporated clauses and provisions are those in effect through the Federal Acquisition Circular 2006-2008, effective 5 Jan 2006. INSTRUCTIONS: The provision at 52.212-4 Contract Terms and Conditions - Commercial Items and the provisions at 52.212-1, Instructions to Offerors ? Commercial Items applies to this acquisition. It is requested that the offeror submit a proposal in accordance with format and content specified. Submit signed, da ted offers to melissa.sanders@navy.mil, no later than 24 Aug 2007, 2:0 0 PM CST. AS A MINIMUM, OFFERS SHALL INCLUDE: (1) RFQ number; (2) offeror?s name, address, point of contract, phone and fax numbers, e-mail address; (3) offeror?s DUN?s number, CAGE code and TIN number; (4) offered delivery time (5) standard warranty information; (6) completed copies of FAR 52.212-3; (7) if other than FOB Destination, provide shipping point and estimated shipping cost (8) include a copy of the current catalog or established price list for the item covered by the offer, or information where the established price may be found; a statement that such catalog or established price list: (1) is regularly maintained; (2) is published or otherwise available for inspection by customers; (3) stated the prices at which sales are currently made to a number of buyers. (4) a statement that such items are commercial items sold in substantial quantities to the general public, at the prices listed in the above mentioned catalog or established price list; (5) a statement tha t the quoted prices, including consideration of any turn-in, discount or rebate arrangement, do not exceed prices charged the offeror?s most favored customer for like items in similar quantities under comparable conditions. OTHER TERMS AND CONDITIONS: The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items (Oct 2004) applies to this solicitation. The clause at DFARs 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions or Commercial Items (Sep 2004) (Deviation) applies to this acquisition. The following clauses are applicable: 52.203-3, 252.225-7012, 252.232-7003, and 252.243-7002. The Defense Priority and Allocation Systems (DPAS) rating is DO-A7.
