Description
NASA/NSSC has a requirement to procure a training course entitled "Intro to Pro/Engineer Wildfire 3.0" The training course is designed for product designers, drafters, industrial/conceptual designers and systems designers who need to become proficient with Pro/Engineer Wildfire 3.0 as quickly as possible. Topics include sketching, part modeling, assemblies, drawings, and basic model management techniques. The training course shall accommodate twelve attendees for five consecutive days. The training shall be conducted on-site at Kennedy Space Center, Florida, and the offeror shall be responsible for providing all necessary training materials, textbooks and course materials. NASA/NSSC intends to purchase these services from Parametric Technology Corporation (PTC), 140 Kendrick Street, Needham, MA 02494. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1) The Pro/Engineer CAD software product was developed by PTC and is proprietary to that company. 2) This is an established commercial training course that will not require tailoring to meet the Agency's needs. 3) PTC has an extensive cadre of certified instructors with a level of experience and expertise that can not be found elsewhere. 4) PTC has provided similar training in the past and is familiar with the CAD training needs of the Kennedy Space Center's Engineering Directorate. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 24, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
