Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-040-4384-07 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-18. This procurement is a total small business set-aside. The NAICS code applicable to this acquisition is 339111. For a company to qualify as a small business, the small business size standard is 500 employees. USDA, ARS has a requirement for a quantity of two dew deposition chambers for the inoculation and infection of plants with foliar disease pathogens. The incubators must form dew naturally on leaves and stems of plants under controlled temperature and lighting conditions. The incubators must employ technology to simulate the actions of natural dew formation: where the plants radiate energy to the incubator heat sink thereby allowing the plant to remain below the dew point of the surrounding air, resulting in dew formation on the plants. The incubators must have adjustable/removable shelves in order to accommodate plants of many sizes(seedlings, juvenile, and adult-plants) up to 40 inches tall; planted in nursery flats( 14 inch x 20inch) or various pot size( 2 inch up to 8 inch diameter) with soil. Interior work area: minimum 19.5 sq. ft of space. Interior walls and shelves must be stainless steel, shelves must be adjustable, removable and non-corrosive. The walls must have cooling plates to absorb radiant heat from the plants. The ceiling must be configured to prevent water from dropping onto plant leaves, which could wash off the pathogen innoculum. Incubator floor must have a water pan equipped with immersion heater, a drain and a float valve to maintain constant water level (or equivalent technology to achieve this). Temperature range: must maintain 10-32C under dark conditions. Relative humidity: must generate and maintain a relative humidity of 100%. Lighting: must have fluorescent and incandescent lights with an intensity up to 500 micromoles/m2/s. Heat from lights must be barriered from plants. Controls: Incubator must have electronic control system for the temperature and lights. Power: 115 volt, single phase current. Include any other pertinent features of your equipment with your quote. Include any installation requirements and what installation is provided with the equipment. Please include overall size of the equipment. Note: there is no loading dock at the site but there is a forklift available. Descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 60 days ARO. Equipment price should be FOB Raleigh, NC. Quoted price should include delivery costs. Quoted price should be for two complete units. Responses shall include two copies of technical specifications, descriptive material, literature, brochures and capabilities of the offered equipment. Offerors shall identify where the offered item meets or does not meet each of the functional and performance minimum specifications listed herein. Offeror shall include references of three government agencies or firms for which similar equipment was provided. All responses will be evaluated to determine the ability to meet the above capabilities. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-6 and 52.225.13; and 52.233-4 Applicable Law for Breach of Contract.
