Description
This is a notice of a proposed contract action published to notify potential sources that The USDA, Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) contracting office intends to issue a sole source award to The Institute of Makers of Explosives (IME). The purpose of this action is for IME to conduct a nationwide review of the USDA, APHIS, WS explosives safety program including its policies and directives, administration, training programs, operating procedures, and compliance with explosives industry safety standards. The contractor will be required to provide recommendations on how WS can provide the safest possible work environment for its employees who work with explosive materials and enhance public safety. This review includes APHIS/WS employee handling and use of explosives and the safeguarding of human life. These services will consist of an evaluation of the WS explosives safety program, national in scope, for WS which has approximately 1,500 employees using, storing, and transporting explosive pest control pyrotechnics in 50 States and 85 Certified Explosives Specialists operating in 22 States using binary explosives and other high explosive materials. Another 130 WS employees use explosive charges to operate rocket and cannon wildlife capture nets for avian influenza surveillance. The IME is the safety and security association of the commercial explosives industry in the United States and Canada. The IME is a non-profit, incorporated association founded to provide accurate information and comprehensive recommendations concerning commercial explosive materials. The IME establishes the safety standards for the commercial explosives industry which are observed by the Bureau of Alcohol, Tobacco, Firearms and Explosives; Occupational Safety and Health Administration; U.S. Department of Transportation; and other Federal and State explosives regulatory agencies in formulating regulations pertaining to the safe storage, transportation, and use of explosives materials. IME personnel are considered the predominant experts in the field of explosives safety as evidenced by the weight the Federal explosives regulatory agencies place on IME explosive safety standards. No other source has the broad technical knowledge and expertise needed to evaluate WS? highly specialized applications of explosive materials. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Numbered Note 22 applies. Therefore, this sole source award is being made pursuant to FAR 6.302-1, only one responsible source and no other service will satisfy agency requirements. APHIS intends to award a firm fixed price purchase order with an estimated value of $53,000.00. The contract period performance will consist of a base period of 12 months with the option to extend up to 6 additional months if necessary to complete the safety review.
