Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Caribbean Field Office located in Boquer?n, Puerto Rico intends to establish a fixed price purchase order for the creation of backlit displays in the Luis Munoz Marin International Airport, Ponce Regional Airport, Aguadilla regional Airport, Fajardo Maritime Terminal, and ferries between Fajardo, Culebra, and Vieques, on a sole source basis from Trans Ad Puerto Rico Inc, San Juan, PR based on the following: 1) The objective of these displays is to educate tourists regarding the importance of our marine resources and regulations related to the collection of coral as a souvenir. 2) This project is being initiated as a component of NMFS efforts on behalf of the Coral Reef Task Force established by President Clinton in June 1998 through Executive Order #13089. The Executive Order, identified as Coral Reef Protection, seeks to ?preserve and protect the biodiversity, health, heritage, and social economic value of U.S. coral reef ecosystems and marine environment.? 3) NMFS does not have the necessary resources to create 43 inch by 62 inch backlit displays for airports or displays for the ferry boats and terminal. 4) The Puerto Rico Ports Authority, the entity that owns and manages each of these facilities, permits only Trans Ad Puerto Rico Inc to design, install, and maintain displays in Ports Authority facilities. Only displays created and installed by Trans Ad Puerto Rico Inc can be placed in the airports and ferry terminals. Trans Ad creates, installs, and maintains all displays for the period of time established in the contract in accordance with the requirements of the Ports Authority; 7) The use of Trans Ad Puerto Rico as an intermediary is the only mechanism available to NMFS to accomplish this project; 8) Trans Ad Puerto Rico, Inc. was established in 1986 in San Juan, Puerto Rico. Anticipated performance period is date of award through September 30, 2008. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Written authorization from the Puerto Rico Ports Authority that firm is allowed to install displays in facilities owned by the Puerto Rico Ports Authority; 2) Demonstrated technical ability to successfully meet the requirements described herein. 3) Demonstrated past experience in completion of work that is similar or the same as that described herein. The applicable NAICS code is 541850. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
