- The Food and Drug Administration intends to award a Purchase Order for the equipment listed below. The requirement will be awarded using Simplified Acquisition Procedures in accordance with FAR Part 13.5. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FDA-SOL-07-00388. This solicitation is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18, July 5, 2007. (iv) The associated North American Industry Classification System (NAICS) Code is 334516. (v) The Food and Drug Administration is soliciting for the following equipment: SpectraMax M2e Microplate Fluorescence and Absorbance: Performance Specifications: (1) Must be a dual monochromator-based system with Top and Bottom reading capacity for dual mode (Fluorescence & Absorbance), in 1cm cuvette port and in 6- to 384- well microplate. (2) Must have Dual monochromators for tunable fluorescence wavelength selection between 250 nm and 850 nm for emission wavelengths. (3) Must have Tunable absorbance wavelength selection between 200 nm and 1000 nm. No wavelength filters are required for purchase in the future when additional assays are added to laboratory. (4) Must have agitation and Temperature control from Ambient +4C up to 45C (5) Must read up to four EX/EM wavelength pairs per microplate for multi-fluorophore assay design. (6) Must have fixed fluorescence spectral bandwidth of 9 nm for improved resolution between EX/EM components. Narrow bandwidth is critical when designing multi-fluorophore assays or when using narrow Stokes shift fluorophores. (7) Must have a fixed absorbance bandwidth of less or equal to 4 nm. (8) Must have full wavelength scanning capability across the entire spectral range for defining actual EX and EM maxima. Can perform spectral scans in user-defined increments as small as 1 nm, and then can select assay wavelengths for actual maxima. It does increase sensitivity for assay by working at actual conditions rather than using literature references. (9) Must have Automatic PMT setting adjusts the optimum voltage for each well sample concentration and then normalizes the raw data to show RFU values. Wells are selectively reread at the optimal PMT setting. Photo-bleaching is eliminated because wells are not illuminated unnecessarily. (10) Must have Patented PathCheck sensor-the only sensor of its kind not affected by temperature, and requires no accessories to measure the pathlength of the sample in all individual microplate well. The pathlength measurement can be used to calculate concentrations without a standard curve, test liquid handling devices, detect and correct for pipetting errors, and expand the dynamic range of the assay. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to furnish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. (vi) Contract type: Commercial Item - Firm fixed price. Simplified procurement procedures will be utilized. (vii) FOB Point Destination. To be delivered by September 29, 2007 to the Food and Drug Administration, 10903 New Hampshire Ave, Silver Springs, MD 20993. (viii) The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None. (ix) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced technically acceptable proposal. The Government reserves the right to make an award without discussions. (x) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -Commercial Items with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to the clause: None. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52,222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-3, 52.225-13 and 52.232-33. (xiii) A standard commercial warranty on parts and workmanship is required. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this solicitation notice.
