- The National Cancer Institute (NCI), Office of Media Relations (OMR) plans to enter in to a sole source contract with Vocus Inc.; 4325 Forbes Boulevard; Lanham, Maryland 20905, to provide continued usage and services of the Vocus PR Server, Vocus Public Relations and News on Demand hardware and software. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13. The North American Industry Classification System Code is 334290 and the business size standard is 750 employees. Period of performance: Twelve (12) months from date of award with two (2) option periods. The purpose of this requirement is for the NCI to maintain links with media contact information, list generations and distribution capability, searchable press call record database and; an analytics program tied to the NCI?s outreach efforts. The NCI distribution lists (institute media materials and specialized list of new media with interest in cancer) are maintained through the Vocus database and are used on a regular basis to distribute press materials to target audiences via electronic means. The database/software allows the NCI to easily generate new target lists and distribute materials as needed and allows for analysis of outreach efforts via an analytics platform. The NCI requires a system which is compatible with existing Vocus Public Relations Enterprise server/database and software. The database and software has the capability of tracking media clips; provides updated contact listings; enables NCI staff to easily prepare customized media distribution lists of national media materials to those contacts; record requests from the media, all of which links this information through one searchable database of records, contacts and outlets. This data must be accessible via the internet by NCI personnel, database and software services must be available 24 hours a day, with customer support as well as training and implementation services to NCI staff. Vocus Inc. is the only source known to the NCI that can provide the hardware and software capable of satisfying the requirements herein. Changing variables at this time will be detrimental to the mission if the Office of Media Relations, NCI. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EST on August 28, 2007 via U. S. mail or via fax. No electronic mail (e-mail) capability statements are authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
