- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, is being conducted using other than full and open competition pursuant to FAR 6.302-1(c), Application for Brand Name Descriptions, and is supplemented with the additional information included in this notice. This notice constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR0700151 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 05-18. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519. This requirement is not a partial or full set-aside, but small businesses are encouraged to respond. Only responses from authorized vendors/distributors of the required items will be considered for this procurement. The Department of Homeland Security's Domestic Nuclear Detection Office (DNDO) requires fifteen (15) units of the following item, Exact Match Only: Thermo Interceptor model INT-GNID-B. Delivery must be complete no later than 9 November 2007. Quotes must be received by Tuesday, 21 August 2007, by 2:00 pm local time. It is anticipated that this request will result in a firm fixed price (FFP) delivery order. The Government reserves the right to negotiate and award the type of contract that is determined to be most appropriate. Any requests for additional information or explanations concerning this request must be received no later than Monday, 20 August 2007, 12:00 pm local time. Answers to questions submitted will be provided to all prospective Offerors. Instructions for Offerors, evaluation criteria, and award decision information are provided below. Instructions to Offerors: A written response to this solicitation must be submitted in one (1) document, not exceeding two (2) pages. Also, the text in your response may not be smaller than 12-point font on standard 8 by 11-inch paper, and margins must be one inch, (1"). Failure to fully adhere to the prescribed format may result in your firm's disqualification from the competition. The quote shall contain the information requested below. Unit: The quote shall verify that the unit being offered is the Interceptor radiation detector, model INIT-GNID-B, manufactured by Thermo Electron, and shall list all pertinent aspects of the unit (memory capacity, peripheral(s), software, etc.). The quote shall also verify that the Offeror is an authorized vendor/distributor of the required unit. Past Performance and Delivery Capability: The quote shall state the date by which delivery of all fifteen (15) units shall be complete (no later than 9 November 2007), and provide additional information in regards to the firm's ability to provide the units within the stated timeframe. The quote shall provide information in regards to previous orders for similar numbers of the Interceptor. Information in regards to previous orders for the delivery of similar numbers of other units may be provided, but information in regards to deliveries of the Interceptor is preferred. Price: The quote shall indicate the per-unit price, and total price for fifteen (15) units. Evaluation Criteria: Quotes will be evaluated on the following two (2) criteria: 1) Type of Unit; and, 2) Past Performance and Delivery. Type of Unit will be evaluated for the degree to which it satisfies the stated requirement of the Thermo Electron Interceptor, model INT-GNID-B. Past Performance and Delivery will be evaluated for the extent to which the proposed delivery schedule is meets the delivery requirement, the extent to which the quote provides information which supports the proposed delivery schedule, and the extent to which the quote outlines previous successful, on-time delivery of Interceptors. These two (2) criteria are of equal weight. Price will be evaluated to determine reasonableness and consistency with the methods of performance described in the Offeror's proposal. All evaluation criteria other than price, when combined, are more important than price. The selected Offeror must comply with the following commercial items and conditions. FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-34.
