- Description
- The Department of Homeland Security (DHS), Science and Technology Directorate, intends to enter into negotiations on a sole source basis with Electric Power Research Institute (EPRI) 3420 Hillview Avenue, Palo Alto, CA 94303. The requirement will be a cost sharing contract. The contractor will execute Systems Engineering and Demonstration Planning tasks, determine detailed specifications, design, build and factory test a prototype of a new emergency spare high voltage network transformer that is lighter, smaller, easier to transport and quicker to energize at U.S. electric grid substations after high-voltage transformer outages. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement in accordance with Numbered Note 22. All responses to this sole source announcement must be received within 15 days from the date of this announcement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than August 29, 2007, 12 p.m. EST.
