Description
The U.S. Department of Justice, Procurement Services Staff, intends to issue a Request for Proposals (RFP) during the second full week of September, 2007. [which is the NEWEST estimated RFP date, replacing the prior projected date of August 15, 2007], on a full and open basis, for DOJ Worldwide Delivery Services. The scope and categories of the delivery services required include: 1. urgent same day domestic; 2. domestic express small package; 3. domestic ground package; 4. domestic express heavyweight; 5. domestic ground multi-weight; 6. domestic palletized less than truckload (LTL) freight; 7. international package express; 8. international ground; 9. international palletized freight or LTL; 10. hazardous material and dangerous good delivery to/from domestic locations and Puerto Rico; and 11. firearms and ammunition deliveries. The contract type contemplated is ID/IQ, with fixed unit price schedules to be established for order fulfillment purposes, with the contract to include performance standards, measurements, reporting requirements, and credits for not meeting the standards. DOJ intents to award a contract for the entirety of the services required (i.e. all or none) to the single responsive and responsible offeror whose proposal represents the best overall value, price and other factors considered, using the RFPs stated evaluation factors and subfactors. The basic Period of Performance (PoP) is anticipated to begin Dec. 1, 2007 [vice Oct. 1] and end Sept. 30, 2008 (i.e. Gov. FY08). If the contract award is not ready for an Dec. 1, 2007 start date the basic PoP may be less than ten months [vice one year]. There will be four option years thereafter to coincide with Government Fiscal Years 09, 10, 11, and 12. This requirement package will be solicited on a full and open basis and has not been subject to a prior small business set-aside.
