- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The NAICS Code for this requirement is 441310, Automotive Parts and Accessories. This procurement action is being set-aside 100% for small business concerns. The Veterans Administration intends to award a firm-fixed price purchase order as a result of this solicitation. The VA Palo Alto police service has a requirement to have police emergency equipment removed from four retiring police vehicles, rewire those four vehicles to factory specifications, and to provide and install new emergency electronic equipment and mounting consoles. The vehicles to be converted are one 2003 Dodge Intrepid (unmarked), and three (3) 2003 Ford Crown Victoria's, The new vehicles are one (1) 2007 Chevy Impala (unmarked), and three (3) 2007 Ford Crown Victoria's. Vehicles will be delivered to the contractor's facility two at a time (one old, one new) for conversion, the schedule will be determined after award. The successful offeror must be located within 30 miles of the VA Palo Alto facility at 3801 Miranda Avenue, Palo Alto, CA 94304. The work to be accomplished is as follows: 1) Transfer equipment from 2003 Dodge Intrepid to 2007 Chevy Impala (unmarked) a. Remove the following emergency equipment from 2003 Dodge Intrepid: mirror light, grill light, corner strobes, and Motorola Astro radios and phone. b. Hook Dodge Intrepid wiring back to factory specifications. c. Reinstall emergency equipment removed from Dodge Intrepid into 2007 Chevy Impala to include (from strip out) mirror light, grill light, corner strobes, and Motorola Astro radio and phone. d. Provide and install new LED lights with arrowstick (Wingman 6 WM033IMP06 or equal); new RLS remote head siren controller system with rotary siren, arrow control, and six aux buttons (3997R or equal); STREAMLIGHT charge cord, charger sleeve for DC charger, and charger holder (for use with Streamlight flashlights); 12" vertical console for bucket seats (425-6137 or equal); no holes mount with laptop tray and cables (425-5329 or equal); and all necessary wiring and hardware to make system operational.. *NOTE* All emergency lighting will transfer from the 2003 Dodge Intrepid being retired with the exception of the rear arrowstick LED lights. 2) Transfer equipment from 2003 Ford Crown Victoria to 2007 Ford Crown Victoria a. Remove the following emergency equipment from three 2003 Crown Victoria's: push bumper, cage, prisoner seat, camera system, Motorola Astro radio and phone. b. Hook 2003 Crown Victoria wiring back to factory specifications. c. Reinstall pushbumper, cage, prisoner seat, camera system, Motorola Astro radios and phones, and all necessary mounts from 2003 Crown Victoria. d. Provide and install new 47 inch Optix LED lightbar with arrowsitck red/blue lenses (Code 3 2147A-3/3A or equal) with Basic mounting kit (LIT3KIT-AA or equal) w/ two pair of 55 watt alley/takedowns, emergency strobe lighting - 4 corner strobe kit with 4 clear strobe tubes, 6 head power supply, and 4 30'strobe cables (490HCL or equal), new RLS remote head siren controller system with rotary siren, arrow control, and six aux buttons (3997R or equal); Halo Hide away red/blue LED grill lights (HA02FRB or equal), Red/white all LED dome light (ECVDMLTALCV or equal), Antenna cable with mini-UHF male connector (MB8U-MI or equal); Dual Head radar unit with KA band (Golden Eagle or equal), "BTG" mount compact speakers, STREAMLIGHT charge cord, charger sleeve for DC charger, and charger holder; 14"sloped console (to house RLS switch control and provide extra DC chargers and storage) with faceplates and floor mount (CC-C06 or equal), 4" internal dual beverage holders, console mounted clipboard holder, no hole mount complete with desktop, articulating arm, telescoping rod, stand and base; and all necessary wiring, circuit breakers, power tamer, and relays to make system operational. e. Provide and apply Graphics kit ULT-2034R reflective vehicle graphic kits with extended stripes on the three 2007 Ford Crown Victoria police cars. Kit consists of the following: 'VA Police' emblem decals for front fenders (silver version of emblem), 'POLICE' and Stripes for doors. Stripes to extend onto quarter panels and fenders; 'EMERGENCY 911' on quarter panels, 'POLICE' on trunk lid, three (3) unit #'s per car, non-reflective roof number, and two (2) American Flag decals (3 inch by 5 inch reflective, 2 facing right, 2 facing left). Quotes shall include all shipping costs and applicable labor charges associated with equipment removal and installation. The due date for responses to this RFQ is on or before August 20, 2007 at 3:00pm.
