Description
The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The approximate issue date of the solicitation will be 29 August 2007. The approximate response date of the solicitation will be 28 September 2007. The government contemplates awarding a firm fixed price IDIQ type contract for a one (1) year basic with four one (1) year option periods. The estimated quantity per period is as follows: Basic: Min: 500, Max: 2,000; 1st Option: Min: 500, Max: 2,500; 2nd Option: Min: 500, Max: 2,000; 3rd Option: Min: 500, Max: 2,000; 4th Option: Min: 500, Max: 2,000. The governments required schedule is 315 ea per month (max) 30 days after receipt of repairables/order. Items will be delivered to FB2039 (tinker AFB, OK). Award will be made only if the offeror, the product/service of the manufacturer meets qualification requirements at the time of award in accordance with FAR 52.209-1. Additional information may be obtained from the Source Development Office, OC-ALC/BC, 3001 Staff Drive, Suite 1AC 85A, Tinker AFB OK 73145-3009 or (405) 739-7243 or (405) 739-7244. The government is not required to delay contract award to review pending Source Approval Requests (SARs). If the government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible source approval for future awards. The current approved source is: Ferrotherm Corporation (01993). No telephone requests will be accepted. Hardcopies of the solicitation will not be mailed from this office. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This solicitation will be posted via the Federal Business Opportunities website www.fbo.gov. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of an ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman does not participate in the evaluation of the proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. Note 26: Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
