- Description
- Vicksburg Consolidated Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Vision Research, 100 Dey Road, Wayne, NJ 07470-4633 for a high speed camera meeting the following specifications. SvEB Requirem ents and Specifications for High-Speed Digital Cameras. (1) Camera must be received in Vicksburg, MS before 28 September 2007; (2) Camera must be capable of recording at least 1,000 pictures per second at a resolution of 1024 X 1024 pixels; (3) The camera must provide 2us exposure time for freezing of extremely fast events; (4) Camera should be rugged and have demonstrated capability to survive transportation to remote sites without damage and utilized in a field environment under blast pressure loadings associated with nearby explosive detonations and to withstand up to 100 Gs of motion and to store images onboard computer; (5) The camera must be fully computer controller using at least one laptop interfacing with gigabit Ethernet cable with control, an alysis and display software running Windows XP; (6) Resolution must be adjustable in height by increments of 4 pixels and width by 64 pixels to optimize image size for extremely high frame rates used in ballistic events; (7) The camera should have adjustab le speeds for up to 4 different recording speeds during a single test requiring variable seed profiles; (8) The cameras frame rates must be adjustable by increments of 1 and must be independent of exposure setting; (9) The camera must be triggered in incre ments of 1 for any combination of pre or post frames and offer a delayed option of up to 10 times the frame rate; (10) Camera and image memory must be self contained within the housing allowing the camera to be used in rugged environments without being con nected to a PC; (11) Camera must be capable of using IRIG time sync with the actual timing being displayed on individual frames and not interpolated from the first frame; (12) Camera must be capable of producing 95,000 pictures per second with a sensitivit y of 600ASA/ISO for color and saves files in gigabyte Ethernet; and (13) Due to DOD critical technology research that these cameras will be utilized in, they must be manufactured and repaired within the United States to insure any future possible service a nd repair will b only performed by US citizens. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Vision Research is the onl y company that offers this camera as specified. The government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities/qualifications to perform the effort in writing to the identified point of conta ct no later than 0700 hrs Central Time Zone on 18 August 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government n ot to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued base d upon this Notice of Intent.
