Description
The Bureau of Reclamation, Lower Colorado Regional Office, is issuing this announcement to identify potential small business sources who would be interested in performing biological monitoring services that include establishing a standardized protocol and monitoring of the western yellow-billed cuckoo at each restoration site and along the entire lower Colorado River. This is a sources sought notice only and there is no solicitation currently available. The western yellow-billed cuckoo (Coccyzus americanus occidentalis) is a neo-tropical migrant species that breeds in deciduous woodlands, restricted to riparian habitat that lines rivers and streams in the western United States. Cuckoos historically bred throughout most of western North America from southern British Columbia to Mexico and in most of California. Cuckoos have been nearly extirpated from much of its previous range including Washington, Oregon, Idaho, and Nevada. The early decline of the species was linked mostly to the extensive loss of riparian of in nesting areas. During the late 1800's and early 1900's, large areas of riparian habitat in the western United States were destroyed or degraded by reservoirs, channelization for flood control, conversion to agriculture and grazing, and urban development, leaving the remaining riparian areas in isolated patches of varying size and shape. Yellow-billed cuckoo populations in the western United States have declined dramatically over the last 100 years. They are listed as endangered by the Nevada Natural Heritage Program, as endangered by the California Department of Fish and Game, and a species of special concern by the Arizona Game and Fish Department. In 2001, the U.S. Fish and Wildlife Service decided that the western birds represent a distinct population segment, and are now a candidate for federal "threatened" status. Despite concern over the fate of the species, few aspects of yellow-billed cuckoo life history have been adequately studied. The Lower Colorado River Multi-Species Conservation Program Habitat Conservation Plan requires the Bureau of Reclamation to restore 5,940 of cottonwood-willow habitat, including 4,050 acres specifically for the yellow-billed cuckoo. Breeding habitat characteristics must be determined to evaluate the success of restoration projects. Reclamation needs to establish a standardized protocol and monitor the yellow-billed cuckoos at each restoration site and along the entire lower Colorado River to evaluate long-term trends. The purpose of this project is to document the distribution, abundance, and habitat use of yellow-billed cuckoos in riparian areas of the Lower Colorado River. Yellow-billed cuckoo surveys will provide information on their status and distribution, and establish baseline data that can be used for continued monitoring of cuckoo populations and riparian vegetation under the Multi-Species Conservation Plan. Reclamation is currently seeking small business firms that have proven expertise and ability to initiate this large scale biological monitoring project. The selected firm must have an extensive knowledge of desert riparian systems and monitoring of low density bird populations. Small business firms that may be interested in participating in this requirement shall submit by e-mail to Sherry Gossett at sgossett@lc.usbr.gov the following information: (1) Summary of experience in performing the required work, include a list of past projects that were similar in scope and complexity to this work and names, addresses, and telephone numbers of points of contacts. Explain how the work is similar in scope and complexity; (2) Summary of Proposed Key Personnel that may be utilized in performing this work, include a list of the proposed key personnel and resumes and qualifications of those individuals; and (3) Provide any other pertinent information that will convince Reclamation that you are highly qualified to perform this requirement. Interested parties should include the following information in their response as well: (a) Business name, address, cage code, size classification based on NAICS size standard, socio-economic classification [i.e. HUBZone, 8(a), Service-Disabled Veteran, Women-Owned, etc.], and a point of contact. The applicable North American Industry Classification System (NAICS) Code is 541620 and the related small business size standard in dollars is $6.5 Million. All information must be provided to Ms. Gossett at the above e-mail address no later than 3:00 p.m., PDT on September 01, 2007. Questions regarding the project may also be directed to Ms. Gossett at the above e-mail address. This sources sought notice should not be construed in any manner to be an obligation or commitment of the U.S. Government. There will be no contract issued as a result of this sources sought synopsis. This sources sought synopsis cannot result in any claim for reimbursement of costs for any effort you expend in responding to this request. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.
