- : This action is for the purchase of parts under Contract N00019-06-C-0086. These parts are for the Lot 4, AH-1Z Aircraft. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation 6.302-1(a)(2), in that Bell Helicopter Textron Inc., is the sole designer, developer, manufacturer and system integrator for the H-1 Aircraft. Bell Helicopter Textron Inc., is the only known company with the peculiar knowledge, in-depth experience, technical data, tooling and test equipment to provide the necessary supplies and services needed to accomplish this effort
