Description
U.S. Government seeks to lease approximately 2990RSF (Yielding at leaset 2600USF ANSI/BOMI OFFICE AREA SQUARE FEET) of Office space within the Quincy, MA area, specific space requirements are described below. The space must meet requirements for fire-safety plus handicapped access in accordance with ADA and UFAS guidelines. Space shall be located within a prime commercial office district with attractive, prestigious professional surroundings with a prevalence of modern design and /or tasteful rehabilitation in modern use. The office should be located as close as possible to the top floor of the building in order to facilitate connection to the roof. Accessibility to the roof is necessary. Roof space must be available to accomodate antennas. Offerors must ensure that there are no local codes or ordinances prohibiting installation of these antennas and certify as such when submitting their offers. FAA limitations on antenna height may preclude acceptance of space in buildings located in an airport flight path. Due to critical radio monitoring the offered space must have a clear view to the radio horizon of the surrounding metropolitan areas. The space offered may be rejected if, upon survey measurements of the electromagnetic environment by Commission engineers, it is determined that one or more of the following criteria exist: a) Any single continuously-radiating transmitter produces a field strength over the site exceeding 50 mV/m b)The root-sum-square of the field strength from continuously-radiating transmitters in any 30MHz-wide portion of the radio spectrum exceeds 300mV/M c) Signals from fixed transmitters produce spurious emisionsor measurable desensitization in Commission receivers which results in impaired monitoring ability in the public safety, marine, or aviation bands. d) Tall, oversized buildings within one quarter mile radius impair monitoring ability or direction finding in the public safety, marine or aviation bands. Four (4) secure inside parking spaces are required. Preferably inside the same building. Building should have 24 hour a day on-scene security. To facilitate installation and servicing of vehciles, a duplex outlet of at least ten ampere capacity should be provided close to the parking spaces.
