- NASA/DFRC has a requirement for the following commercial services: Propulsion Flight Test Fixture (PFTF) rake calibration hardware wind tunnel testing services for Dryden Flight Research Center. The Propulsion Flight Test Fixture (PFTF) rake is designed to survey the flowfield under the F-15B in front of PFTF. It consists of nine 5-hole conical probes arranged in a ?plus-sign? configuration. The objective for the task is to obtain raw calibration data for the rake. Task Requirements: ?The test will be completed no later than 31 December, 2007 ?Meet all the below desired tunnel conditions: o Mach 1.4 @ Hp=30,000 ft o Mach 1.5 @ Hp=30,000 ft o Mach 1.6 @ Hp=30,000 ft o The altitude may be modified at the discretion of Dryden personnel if the wind tunnel cannot operate, or is less cost effective, at the proposed conditions ?Angles of attack: -10?, -7.5?, -5?, -2.5?, 0?, 2.5?, 5?, 7.5?, 10? ?Angles of sideslip: -10?, -7.5?, -5?, -2.5?, 0?, 2.5?, 5?, 7.5?, 10? o See the attached preliminary test matrix (ATTACHMENT 1) o The Dryden team and wind tunnel personnel will modify the test matrix collaboratively if deemed necessary due to time and/or cost constraints ?The following data will be delivered to Dryden in standard English units o Wind tunnel conditions o Rake angle of attack and angle of sideslip o Pressures at all ports ?Pressure transducers should measure pressure in the range of 5 to 27 psia. The preliminary test matrix specifications (attachment 1) are linked above or may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . ] This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Proposal (RFP); proposals are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFP system to submit their proposals. The On-line RFP system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFP. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than August 31, 2007. (Prospective quoters shall notify this office of their intent to submit a quotation). It is the quoter's responsibility to monitor this site for the release of amendments (if any).
