- THIS IS NOT A REQUEST FOR QUOTES (RFQ) OR AN INVITATION FOR BID (IFB), NOR IS IT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. IAW FAR Part 6.302-1( c ) ? Only one responsible source and not other supplies or services will satisfy agency requirements / brand name justification: items peculiar to one manufacturer, NASA / Kennedy Space Center (KSC) intends to enter into a sole source procurement of the following items from The Mathworks, Inc., Natick, Massachusetts, 01760-2098. 1. MATLAB Maintenance for 26 perpetual license seats consisting of the following products: Curve Fitting Toolbox, Database Toolbox, Excel Link, Mapping Toolbox, Statistics Toolbox, Signal Processing Blockset , Simulink Fixed Point, System Identification, MATLAB Report Generator, SimMechanics, Optimization Toolbox, Simscape, Virtual Reality, Gauges Blockset, & Stateflow. Last item. The referenced MATLAB software is determined to be the sole brand name capable to meet the Government requirements of software maintenance offered by MATHWORKS. The MATLAB software is used in the performance of analysis functions for the KSC Launch Service Program (LSP). Full and open competition is impractical for the following reasons: MATLAB software must be maintained in order to ensure compatibility with processes, procedures, and custom developed applications that are used to perform the analysis functions of LSP. Failure to maintain the software would incur a risk to the program. The acquisition of any other brand would therefore represent an unacceptable technical risk to KSC LSP missions. The Government intends to acquire these commercial items using FAR Part 12, and 13 or a combination thereof. Interested organizations may submit, in writing, their capabilities and qualification to perform the effort, to the identified point of contact, no later than 4:30 ET on 21 August 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications in response to this notice are not acceptable. All responsible sources may submit an offer which shall be considered by the agency. All contractual and technical questions must be in writing (e-mail) to Janice M. Nieves not later than 17 August, 2007, 10:00AM (EST). Telephone questions will not be accepted.
