Description
The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the State of Washington for services for the Tsunami mitigation, mapping, alert notification, awareness and training services in support of their respective Tsunami Program, the NTHMP and NWS Tsunami Ready Program. The Government intent is to contract for the following objectives: 1) Steering Committee and State/Local Work Group Meetings, Goals and Objectives. Support the National Tsunami Hazard Mitigation Program. Support the State Tsunami Mapping Group to prioritize the needs of coastal communities and coordinates and develop strategies to meet those needs; 2) Warning/Evacuation/Interpretive signs. Maintain Tsunami warning evacuation signs, identify evacuation route changes and obtain additional signage for routes; 3) Tsunami Workshops TsunamiReady Program. Conduct workshops for training local elected officials, business leaders, school officials and residents about National/State/Local tsunami mitigation and mapping efforts; 4) Public Education. Provide information concerning tsunami hazard signs, evacuation procedures, and evacuation routes; 5) Inundation Mapping. Complete numerical modeling of Everett, Washington; 6) National Tsunami Hazard mitigation Program (NTHMP) Projects. Provide the TsuInfo Alert (NTHMP Newsletter) every 2 months to Congressional and locally elected officials and to National, State and local jurisdiction; 7) Local Alert and Notification. Support the installation of alert and notification communication systems in at-risk tsunami communities in conjunction with Federal and state partnerships. This requirement is being processed in accordance with the Tsunami Warning and Education Act (P.L. 109-424) and the Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirement. All responsible sources must submit a written narrative statement of its ability to provide required services, including detailed information and other literature sufficient to permit agency analysis. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government.
