- Description
- The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the Virgin Islands Territorial Emergency Management Agency (VITEMA) for services for the Tsunami mitigation, mapping, alert notification, awareness and training services in support of their respective Tsunami Program, the NTHMP and NWS Tsunami Ready Program. The Government intent is to contract for the following objectives: 1) Develop a plan of action(s) to integrate tsunami preparedness and mitigation programs into ongoing hazard warning and risk management activities, emergency response plans, and mitigation programs in affected areas, including integrating information to assist in tsunami evacuation route planning; 2) Develop prototype program for Tsunami awareness and preparedness to promote and improve community outreach and education networks and programs to ensure community readiness, including the development of tsunami brochures in several version for several locations and tsunami warning signs; 3) Initiate a joint effort on Tsunami Models that meet a standard of accuracy defined by the NOAA to improve the quality and extent of inundation mapping, including assessment of vulnerable inner coastal and nearshore areas, in a coordinated and standardized fashion to maximize resources and the utility of data collected. Conduct state wide comprehensive assessments of risk and vulnerability to hazards imposed by tsunami events; 4) Support the TsunamiReady community outreach in order to raise tsunami awareness and assist local communities develop and enhance associated emergency procedures and mitigation actions. This requirement is being processed in accordance with the Tsunami Warning and Education Act (P.L. 109-424) and the Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirement aforementioned. All responsible sources must submit a written narrative statement of its ability to provide required services, including detailed information and other literature sufficient to permit agency analysis. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government.
