- Description
- In accordance with the Tsunami Warning and Education Act (P.L. 109-424), the U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with Guam Homeland Security/Office of Civil Defense for services for the Tsunami mitigation, mapping, alert notification, awareness and training services in support of their respective Tsunami Program, the NTHMP and NWS Tsunami Ready Program. The Government intent is to contract for the following objectives: 1) Support the National Tsunami Hazard Mitigation Program (NTHMP) as a member of the Federal/State Working Group. Coordinate and support the Tsunami Program Strategy development of coastal villages as awe as the goals and objectives established by their respective Tsunami Working Group; 2) Provide signage for Tsunami Evacuation/Staging Sites, Tsunami Evacuation Routes, Tsunami Hazard Areas and corresponding interpretive signs for non-English speaking residents and visitors; 3) Conduct workshops, training and exercises for elected officials, business leaders, school officials and residents on the national and the island?s Tsunami Programs and related ongoing projects; 4) Validate/revise the Tsunami Evacuation Maps for the entire island. Maps are to be incorporated with the brochures and information materials that will be mass produced for distribution; 5) Develop and implement a Community Outreach, Public Education, Training and Exercise Program in support of the goals and objectives of the NTHMP and the island?s Tsunami Working Group; 6) Develop comprehensive assessments of the island?s risk and vulnerability to hazards imposed by tsunami events of varying energy sources and intensity. This requirement is being processed in accordance with the Tsunami Warning and Education Act (P.L. 109-424) and the Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirement. All responsible sources must submit a written narrative statement of its ability to provide required services, including detailed information and other literature sufficient to permit agency analysis. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government.
