- The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the State of Oregon (Oregon Department of Geology and Mineral Industries (DOGMAI)) for services for the Tsunami mitigation, mapping, alert notification, awareness and training services in support of their respective Tsunami Program, the NTHMP and NWS Tsunami Ready Program. The Government intent is to contract for the following objectives: 1) Development of 37 Cascadia earthquake source models for the northern Oregon coast for use in a probabilistic tsunami hazard assessment; 2) Complete multiple tsunami simulations and a probabilistic inundation map for Cannon Beach Oregon and investigate the inland extent of prehistoric tsunami deposits to verify minimum inundation of past events and test the validity of the numerical model results; 3) Production of brochures formatted to be compatible with posting as signs and consistent in style and information content statewide; 4) A continuation on a base level of public outreach efforts to consist of talks to and meetings with local officials, schools, and civic organizations; 5) Website development for public access to tsunami assessment and educational information; 6) Develop administrative rules for uniform tsunami warning signal, testing protocols, warning cancellation protocol, and providing tsunami awareness and evacuation information to lodging facilities; 7) Aid communities in the purchase of telecommunications devices (EMWIN, satellite phones, weather radios, etc.) and installation of evacuation and warning signs; 8) Encourage coastal cities to participate in the TsunamiReady program and work in close coordination with appropriate NOAA Warning Coordinator Meteorologists and NWS Western Regional Office on refining the criteria for new communities. This requirement is being processed in accordance with the Tsunami Warning and Education Act (P.L. 109-424) and the Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirement. All responsible sources must submit a written narrative statement of its ability to provide required services, including detailed information and other literature sufficient to permit agency analysis. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government.
