Description
CONSTRUCTION SCOPE OF WORK GENERAL CONSTRUCTION: Work includes, but not limited to, the following: 1. Complete removal of existing domestic hot water systems and central plant steam heating piping in Buildings 29 & 30. This will include all required asbestos abatement. 2. Development of separate gas fired steam boiler systems for Buildings 29 & 30 which will include all necessary pumps, controls and associated piping with hangers. 3. Development of new gas fired domestic hot water heating systems for Buildings 29 & 30 which will include all necessary controls and associated piping with hangers. 4. Provide for condensate system modifications, for systems located in Buildings 6, 7, 29 & 30. This will include the capping of any existing piping as well as providing for new condensate pumping systems and piping as necessary. 5. Provide and install new gas piping for the boiler and hot water systems to be installed in Buildings 29 & 30. This will include all site work associated with the installation of the new gas feeds to these buildings. 6. Provide for new electrical power including new panelboard, conduit and wire to the boiler, boiler feed water systems, hot water systems and condensate pumping systems. 7. Provide necessary architectural and structural modifications as related to the installation of the combustion air louvers, ductwork and chimneys. 8. The Contractor shall construct the modification of the gas entry facilities and new gas service regulators in buildings throughout the campus. Construction of a parallel welded steel service entrance to install new higher pressure regulatories and service meters to be coordinated with ConEdison Utilities. Construction. Construction of new interior building service piping within the various buildings parallel to existing for switchover to increased gas pressure. New regulators are to be purchased from Con Edison Utilities (or as meeting utility requirements) and valved and piped according to utility recommendations (pressure and building testing ports installed in new piping). 9. System wide gas main testing shall be performed in accordance to utility requirements (it is anticipated that the switchover the various buildings will be completed) as a continuous non-stop process requiring off hours. The new gas main for buildings 29 and 30 shall be tested and approved prior to addition into the system wide gas main. 10. The contractor shall furnish, install and operate an instantaneous hot water system during the duration of construction for each building during the non-heating season. 11. The contractor shall rent, erect and operate temporary boiler during the duration of construction of the second building's systems. 12. Any other work not listed above but otherwise required as per Specification and Drawings are included as the Scope of Work. 13. Rock excavation shall be included in the base bid approximately 100 cubic yards are estimated. BID DEDUCTION: The work includes all of the above scheduled over two construction periods, i.e. one building per period. The gas main construction shall be completed in the first period of construction and the Contractor shall deduct renting, erecting and operating temporary boiler during the duration of construction of the second building's systems. The firm is to provide all necessary site visits, preliminary surveys, and dimensional measurements and perform work meeting VA requirements and specifications. All workers and subcontractor workers shall have attended OSHA training as required and have current certificates. The order of magnitude for the procurement is $1,000,000 to $5,000,000 and the effort shall be completed with eight hundred (800) calendar days after receipt of Notice to Proceed. Construction is expected to commence approximately mid May of 2008 depending on weather conditions. This procurement is restricted to competition amongst Service-Disabled Veteran -Owned Small Business Set Aside. As a result, all qualified responsible sources may submit bids, which shall be considered by the agency. The NAICS Code and small business size standard for this procurement are 238220 and $31.0 million, respectively. The anticipated release date of the IFB is on or about August 9, 2007. The firm date for receipt of bids or offers will be stated in the IFB. An organized site visit shall be scheduled and identified in the IFB.
