Description
The previously announced procedure to obtain the drawings applicable to this solicitation by providing an executed Federal Non Disclosure Agreement is no longer required. Potential offerors may now download the solicitation and drawings after registration. The North American Industry Classification System (NAICS) Code for this requirement is 335312 and the size standard is 1,000 employees. This requirement is not set-aside. The Grand Coulee Power Office, located in Grant County, Washington, approximately 90 miles west of Spokane, Washington, in Grant County, has a requirement to furnish one complete new armature winding and one new stator core for Unit P-3 at Grand Coulee Pumping/Generating Plant. The new stator core shall fit the existing retaining structures and air gap requirements, but the slot dimensions shall be optimized for improved machine efficiency. The new stator core shall be suitable for satisfactory operation at the 51,500 kVA armature winding rating. The principal components of the work to be performed include: disassembly of the pump motor; removing and disposing of one armature winding; furnishing, installing, and testing one new armature winding; removing and disposing of one stator core; furnishing, installing, and testing one new stator core; assembly of pump motor; furnishing drawings and data; testing pump motor for warranted characteristics; and furnishing spare parts. In addition, as options available to the Government, the provision of armature winding specialist(s) for three inspections during the five year warranty as: Inspection 1 - between 6 months and 1 year; Inspection 2 - between 2 and 2-1/2 years and Inspection 3 - prior to expiration of 5-year warranty. Award will be based on the best value to the Government and evaluation criteria will include technical factors (i.e. major Items of Work- New Armature Winding; New Stator Core; Other Motor Parts and Characteristics) proposed equipment/installation and removal plan; past performance, experience, price and price-related factors, and small disadvantaged business participation. The solicitation will be available for download on August 2, 2007. Offers are due September 17, 2007 by 4:30 P.M..To obtain a copy of the solicitation and be included on the planholder list, interested offerors must register on our website at www.usbr.gov/pn/contracts/supply. Telephone requests for the solicitation and the drawings will not be accepted. A vendor must be registered in the Central Contractor Registration (CCR) www.ccr.gov/vendor.cfm, in order to receive contracts and purchase orders from most federal agencies, including the U.S. Bureau of Reclamation. CCR is a self-service database. Vendors register themselves and maintain their own information through the CCR web site. All responsible sources may submit an offer, which will be considered by this agency. See numbered note 27.
