Description
THE PURPOSE OF THIS NOTIFICATION IS TO CHANGE THE QUANTITY OF ITEMS THAT THE GOVERNMENT INTENDS TO ENTER INTO NEGOTIATIONS ON A SOLE SOURCE BASIS FOR. THE BODY OF THIS NOTICE OF INTENT TO SOLE SOURCE CONTAINS THE CORRECT QUANTITIES. AS A RESULT OF THIS MODIFICATION TO THIS NOTICE OF INTENT, RESPONSES WITH CAPAGBILITY STATEMENT FROM INTERESTED PARTIES HAS BEEN EXTENDED TO 4:00 PM EST ON 26 APRIL 2007. NOTICE OF INTENT: The United States Coast Guard (USCG) intends to enter into negotiations on a sole source basis with Motorola, Inc., 7031 Columbia Gateway Drive, 3rd Floor, Columbia MD 21046-2289. The proposed acquisition will be for: (1) 57 each PCMCIA Universal Crypto (UCM) Upgrades for XTS5000 handheld radios; (2) 5,636 each AES Encryption Algorithm Software for XTS5000 handheld radios; (3) 13 each PCMCIA UCM upgrades for Astro Spectra radios (4) 1,252 each AES Encryption Algorithm Software for Astro Spectra radios (5) 6,888 each Motorola FTC Install Software Upgrades Express Shipping to CONUS Location specified by USCG/TISCOM Reflash XTS-5000 Radio w/Current Version Firmware Program with Customer Supplied Codeplug, or generic Codeplug, if none provided Alignment to Manufacturer Specifications; (6) 8,234 each XTS 5000 Portable to consist of the following: Portable ASTRO Digital XTS 5000 136-174 MHZ Model II, Software ASTRO Digital CAI, Conventional Systems Operation, Enhanced Digital ID Display, XTS-5000 UCM Hardware, AES/DES-XL/DES-OFB Encryption, MDC and ASTRO P25 OTAR w/Multikey, Battery Impress UIMH FM Rugged, and Ruggedized Housing; (7) 500 each KVL 3000 Plus to consist of the following items: KVL 3000 plus hardware, ASTRO 25 Mode, ASN Mode, DES/DES-XL/DES-OFB Encryption, AED Encryption; (8) 500 each KVL 3000 Plus charger kits; (9) 6,270 each Remote Speaker Microphone; (10) 1,045 each Impres Multi Unit Charger; (11) 45 each rear control heads for Astro Spectra W9, with buttons (12) AES Migration Support. This will include but not be limited to on-site delivery/installation of AES-enabled radios, shipping, storage, testing, and inventory of radio equipment, and KVL-500 operator training. Amount not to exceed $2.5M. The applicable North American Industry Classification Standard (NAICS) code is 334220 with Size Standard of $5M. The items specified above are the only equipment that will meet the government?s requirements without impacting program schedules and/or functionality of equipment. No specifications, drawing or schematics are available and no equal or alternate part number shall be accepted. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. All capability statements received by 1:00 PM EST on 16 April 2007 will be considered by the Government. A determination by the Government not to compete this proposed requirement is based upon responses to this notice is solely within the discretion of the Government.
