- The Federal Aviation Administration (FAA) intends to award a follow-on single source contract to the University of Oklahoma, in Norman, OK. The requirement is to provide services by qualified personnel with specialized equipment and flight time on instrumented specialized aircraft to support the development of safety standards and risk analyses to include, but not be limited to: 1)applications of new surveillance methods or systems 2)evaluations as required for longitudinal spacing on conventional traffic flows for apporaches, departures, terminal and en route 3)evaluation of criteria and stsandards for RNP and RNAV operaations in the NAS such as RNP Parallel Approach Transition (RPAT)operations, RNP or RNAV simultaneous parallel approaches with ILS traffic, RNP or RNAV en route and terminal airspace requirements, evaluations of airspace requirements for RNP leg types such as Radius-to-Fix(RF) 4) operations involving satellite navigation (Basic GPS, WAAS, and LAAS such as LAAS precision Approach, LAAS and WAAS curved approach) 5) develop or purchase products to be incorporated into or used to develop components of the Flights Standards Safety Assessment Toolset or the enhanced Collision Risk Model program used by the International Civial Aviation Organization's Obstacle Clearance Panel. The University of Oklahoma has partnered with the FAA since 1994 on the development of GPS and GPS/WAAS/LAAS TERPS criteria for Category A and B aircraft and has provided valuable assistance in studying related issues. The University's research team has a high level of expertise with the performance of the Satellite Navigation (SatNav) and Area Navigation (RNAV). The University also has the required specialized aircraft. Further, the University has developed and deployed one of the only LAAS systems in the NAS that is compliant with all RTCA and FAA standards. This provides the most accurate and versatile approach system available and is an important resource for many projects involving terminal and approach operations studies. Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. A competitive solicitation is not available for this procurement. If your firm believes it can fulfill the requirement, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
