- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DTFH68-07-R-00012 is issued on an unrestricted basis as a request for proposal and will be awarded as a firm fixed-price contract. The NAICS Code is 212319. This solicitation is for one contract line item to consist of a minimum 45,000 cubic yards, up to a maximum of 65,000 cubic yards, of aggregate to be produced and stockpiled as detailed in the attached Requirements document. The award may be made in 1,000 cubic yard increments above the 45,000 minimum. The proposal must include the unit and total price of the aggregate. If rates differ for higher quantities, specify the quantity range, unit and total prices. Award will be based on available funding. Disclosure of the production and stockpile locations is required. The location of the aggregate stockpile is to be within the limits of Kimball County, NE; Cheyenne County, NE; Logan County, CO or Weld County, CO. Stockpile location in Weld County must be east of Weld County Road 77 and north of Colorado State Highway 14. Stockpile all aggregate by May 15, 2008 and allow the FHWA or their agents until October 15, 2008, to remove any leftover aggregates that may be remaining. Delivery to be FOB Destination. The Government may inspect, sample, or test all work at any time before final acceptance of the project. Sampling and testing requirements to be in accordance with Table 311-1. The following Federal Acquisition Regulation (FAR) Provisions and Clauses in effect through Federal Acquisition Circular FAC 2005-18, dated July 5, 2007, are applicable to this procurement: 52.212-1, Instructions To Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items including subparagraphs (b)(7), (14), (15), (16), (17), (18), (19), (20), (25), (26), (31). Proposals are due no later than Friday, August 31, 2007 at 2:00 pm MDT to Tiffany Atchison, Federal Highway Administration, Central Federal Lands Highway Division, 12300 West Dakota Avenue, Suite 360, Lakewood, CO 80228.
