Description
The Fargo VA Healthcare System anticipates awarding a sole-source procurement to the Fargo Catholic Diocese for the purpose of furnishing professional services of clergyperson(s) to perform the needed religious ministry for the Roman Catholic faith group at VA Medical & Regional Office Center, 2101 Elm Street, Fargo, ND. The chaplain must be an endorsed Roman Catholic Priest who meets the minimum requirements of regularly appointed VA Chaplains and be a U. S. citizen, proficient in written and spoken English, have a current ecclesiastical endorsement, Master of Divinity degree or equivalency, have completed two units of Clinical Pastoral Education (CPE) and have two years experience. As a member of the staff of the Chaplain Service, the clergyperson(s) functions under the coordination and supervision of the Chief, Chaplain Service. The contractor, guided by the practices of this VA Chaplain Service, will provide pastoral care for all patients, i.e., new admissions, pre-surgery, follow-up care, seriously ill patients, terminally ill patients, bereavement counseling, pastoral counseling for patients, families and staff and will conduct Services of Worship and funeral services in the community. The offeror must be able to provide services twenty-four (24) hours, seven (7) days per week and respond to emergency requests within 30 minutes. The NAICS Code is 813110 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however, all quotations received on or before 4:00 PM, EST, August 27th, 2007 will be considered by the Government. A determination not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date is on or before October 1, 2007.
