- Request for Information: Market research is being conducted as part of the preliminary planning phase (prior to formal public announcement) in accordance with OMB Circular A 76 and Federal Acquisition Regulation (FAR) Part 10. The purpose of the market research is to validate the scope and grouping of functions, determine the appropriate North American Industry Classification System (NAICS) codes, and confirm whether potential sources are available to satisfy agency requirements allowing standard public-private competition. Small business sources will be considered in this research. A contract may or may not result depending on the outcome of the market research and any subsequent public-private competition. The purpose of conducting a public-private competition is to determine the most efficient and cost effective method for providing the services required. If conducted, a public-private competition will determine whether the services will be performed under contract from commercial sources or continue to be provided by a Most Efficient Organization (MEO) of the federal workforce. The Government contemplates the issuance of a solicitation for all or part of the service requirements defined below This information is for market research only. This is not a Request for Proposal, or solicitation, or an indication that the government will contract for this requirement. The government will not pay for information received in response to this RFI and is in no way obligated by the information received. ACC AMIC/PKC, Langley AFB, VA along with Warden Associates, Inc. is in the process of conducting market research to determine availability and interest of potential service providers and forming the acquisition strategy for a potential requirement for Base Information Transfer Center Operations at Barksdale AFB LA, Davis-Monthan AFB AZ, Dyess AFB TX, Ellsworth AFB SD, Minot AFB ND, Mountain Home AFB ID, Nellis AFB NV, Seymour Johnson AFB NC, Shaw AFB SC and Whiteman AFB MO. The service provider shall accomplish mailroom operations (incoming, outgoing USPS mail and express mail), monitor postage meter, process classified and accountable mail and provide defense courier services. We are seeking information and comments from industry that will be used to refine any potential requirement and acquisition strategy. A determination by the Government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
