THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS SOLICITATION DOCUMENT AND INCORPORATED PROVISION AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2005-18 AND CLASS DEVIATION 2005-00001, DEFENSE ACQUISITION CIRCULAR (DAC) 91-13 CORRECTION AND AIR FORCE ACQUISITION CIRCULAR (AFAC) 2007-0531. THE SOLICITATION WILL BE ISSUED ON FEDBIZOPPS AND CAN BE FOUND AT THE FOLLOWING WEB SITE: HTTP://WWW.FBO.GOV/. SOLICITATION# : F3QCCL7212A001 ? Laboratory Testing Services for Solar Radiation Test (Solar Cycle), is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. Offerors shall provide quotes for all items or services listed - multiple awards under this solicitation are not authorized. This acquisition is solicited unrestricted for full and open competition . The North American Industry Classification System (NAICS) code is 334515 with a small business size standard of 500 employees. PROPOSALS ARE DUE NOT LATER THAN 24 AUG 2007 @ 2:00 P.M. EST. All qualified sources interested in this requirement should submit proposals to the above point of contact. LINE ITEM DESCRIPTION: CLIN 0001 1-Lot of solar cycle testing services per the attached Statement of Work PERIOD OF PERFORMANCE/DELIVERY: Period of Performance is for one year from date of award. Work load estimate for one lot of services is three individual test periods. Applicable Numbered Notes: 9 STATEMENT OF WORK FOR MIL-STD-810 QUALIFICATION TESTING OF ARC-164 UHF RADIO LCDM 12 July 2007 Liquid Crystal Display Module (LCDM) devices processed under this statement of work shall, unless otherwise specified, meet all applicable methods and/or requirements detailed in the following documents: ? MIL-STD-810 Requirement: The contractor shall provide all materials, facilities, labor and return transportation for solar cycle testing of ARC-164 UHF Radio LCDM?s in accordance with the standard above. Services under this statement of work will be provided on an as-needed basis for a period not to exceed twelve (12) months from date of contract. Workload estimate is three test sample lots over a period of one year. Each test sample lot constitutes one test for pricing purposes. Samples will be submitted to the contractor in test lots ranging from 1 to 12 devices per lot. The contractor shall supply testing fixtures to accommodate the variance in lot sizes. The contractor shall, upon receipt of the LCDM devices, provide the specified test services in accordance with Robins AFB Engineering Directorate solar test requirements as outlined in Table 1 (attached) and any special instructions packaged with the LCDM devices, as appropriate to MIL-STD-810. Testing services shall be completed within 15 working days of contractor receipt of test sample lot. Upon completion of required services, the LCDM devices shall be returned to the government via 2nd day delivery service prepaid FOB destination. The contractor shall provide test results in an electronic format or fax to government POC within 3 working days after completion of each sample lot submitted for testing. Also, the contractor shall send an official paper copy to POC within 10 working days after completion of each sample lot submitted for testing (See MXVOPM Points of Contact for delivery addresses).
